International Conference - UHC: opportunities and challenges

The conference is dedicated to the World Health Coverage Day, announced by the United Nations and the 30th anniversary of the Independence of the Republic of Kazakhstan. The conference was organized by the Department of Health Policy and Organization of Al-Farabi Kazakh national University in collaboration with the WHO European Center for PHC, Salidat Kairbekova National Research Center for Health Development, Association of Family Physicians of Kazakhstan (AFPK), National Association "Primary health care".

The purpose of the event is to support and develop the main ideas of UHC. The case for universal health coverage has never been more compelling than it is today with the ongoing COVID-19 pandemic.

The conference was attended by speakers from the CIS countries, in particular from Belarus, the Russian Federation, Ukraine, Kyrgyzstan, Uzbekistan, Tajikistan, as well as the technical adviser of the WHO European Center for PHC, PhD, Professor Arnoldas Yurgutis, the conference participants were representatives of PHC, universities of the CIS countries, practical doctors, students and etc.

The conference began with a welcoming speech by the Technical Adviser of the WHO European Center for PHC Yurgutis A., President of the Kazakh Academy of Nutrition, Academician of the National Academy of Sciences of the Republic of Kazakhstan Sharmanov T.Sh., Deputy Director of the Salidat Kairbekova National Research Center for Health Development. Further the conference continued with oral presentations and panel discussion of speakers from the CIS countries and Kazakhstan, they discussed such areas as the development of primary health care and family medicine and their fundamental role for UHC, innovative approaches to ensuring universal health coverage during the COVID-19 pandemic. Some solutions to the problems of the PHC program in Kazakhstan and the CIS countries were the implementation of the training of graduates of medical universities as a factor in increasing the availability of PHC, the geriatric aspects of organizing medical care for the population, and the provision of assistance to the child population. And also speakers from the CIS countries shared their experiences in organizing assistance at the PHC level, an example is the report of the Belarusian speaker I.V. Pateyuk with the topic: General medical practice in the Republic of Belarus: national experience and development prospects, a report by speakers from Uzbekistan on the topic - Innovative approaches to ensuring universal health coverage in Uzbekistan during the COVID-19 pandemic, as well as a report by Kazakhstani speakers with the topic - Potential and the effectiveness of the mechanism of informed public monitoring and feedback from the population as a tool for managing the quality of medical services.

Nevertheless, in order to achieve full UHC in the CIS countries by 2030, it is necessary to advance the development of primary health care, the introduction of new organizational and technological approaches at the PHC level, the achievement of the advanced international level of family medicine / general medical practice; conducting scientific research on the regularities of the functioning of primary health care.
