International projects of the UNESCO Chair in Journalism and Communication

UNESCO Department on Journalism and Communication of Al-Farabi Kazakh National University is a recognized center for studying the problems of journalism, distribution and interchange of relevant information in the ORBICOM system and has many years of experience in conducting international events, including the project of the seminar-training project “Strengthening the training program for gender journalism” in Octiber 2018, “Project to increase potential in the coverage of gender-tied SDG” in September 2019 etc. According to the results of projects, subjects were introduced in the universities of the Republic of Kazakhstan, taking into account the problems of the gender.
The UNESCO Department of Journalism and Communication works in scientific, methodological, educational and educational directions in close cooperation with the National Commission for UNESCO and ISESCO in the Republic of Kazakhstan, with the UNESCO Cluster Office in Almaty, with international organizations, state, public and business structures.
The department is actively working on 3, 4, 5, 8, 11, 15, 16, 17 Goals that are a priority for the department. In line with this work, seasonal Schools (Autumn, Spring, Summer), media schools, round tables are held annually.
Many events of the department are held with the support of the UNESCO Cluster Office. UNESCO is making every effort to support and develop high-quality professional journalism education. The UNESCO Chair is also working in this direction. For example, in 2018, the department initiated the implementation of the IPRC project "Strengthening the curriculum on gender journalism in Kazakhstan" and the introduction of gender and media courses in the educational process in several republican universities. In 2019, it conducted training seminars for journalists of the region on gender sustainable development. As a result, journalists understood how to raise the gender issue competently, and a lot of materials were published on this topic.

The aim of the project is to increase awareness, competencies and practical knowledge of representatives of state and non–state bodies, subjects of prevention of violence against women and girls, as well as service providers, in the field of gender equality, elimination of violence against women and girls, empowerment of women in Central Asia.
Key Results:
• 514 people (426 - women, 88 - men) representatives of State and non-State bodies, subjects of prevention of violence against women and girls, as well as service providers improved their knowledge and strengthened their capacity to promote gender equality and eliminate violence against women and girls.
• The number of participants exceeded 2.1 times the planned number of 278 people;
• A concept has been developed, 11 resources have been mapped and 17 methodological tools and over 60 training materials have been prepared;
• From May 24 to May 30, five trainings were held for 514 participants from five Central Asian countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
• A 12% increase in knowledge and competencies according to UN documents in the field of gender equality and countering violence against women and girls was found in questionnaires and tests;
• Despite the profile orientation of the trainings on official and professional duties, more than 30 participants from Turkmenistan and Tajikistan found it necessary to attend all five days of the trainings;
• 237 people took part in the entrance testing, 192 women, 45 men.
• Through familiarization with the position enshrined in generally recognized international acts and joint analysis of cases on specific situations, 100% of the training participants came to the unequivocal position that the rapist is always to blame for violence.
• A request was received and granted from participants for access to training materials, training manuals and UN documents on eliminating gender inequality and countering violence against women and girls.
• Involvement of representatives of state structures implementing national family and gender policy and regional implementation, law enforcement officers, private sector, business owners, service providers, representatives of NGOs, volunteer and youth organizations of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan in the active participants.
• In relation to the situation with gender balance and the level of SGN in the five countries involved in the training, the degree of SMART approach in assessing the indicators of SDG 5 "Ensuring gender equality and empowerment of all women and girls" was determined: 5.1 Eliminate all forms of discrimination against all women and girls everywhere; 5.4 Recognize and value unpaid care and household work by providing utilities, infrastructure and social protection systems and promoting the principle of shared responsibility in household and family management, taking into account national circumstances; 5c Adopt and improve sound policies and binding laws to promote gender equality and empowerment and the opportunities of all women and girls at all levels.
• The mission, directions of actions and possibilities of the regional representation of the international initiative "Ray of Light" are explained.
• A positive response was received on the content of the trainings, the level of availability of the material and the forms of its submission from the participants through feedback in the Zoom platform chat, via the WhatsApp messenger, by e-mail, on the website of the Al-Farabi KazNU University.
• Priorities have been identified that need further discussion and elaboration of a position among key groups influencing the situation with the achievement of gender rights and zero tolerance of violence: correlation of the position on domestic violence with customs and traditions; gradual rejection of masculine behaviors in Central Asia; prevention of the development of violence with the use of new digital technologies.
The mission is to promote concrete actions to reduce sexual and gender–based violence, including domestic violence, in five Central Asian States among the subjects of prevention and response to SGN, as well as service providers.
The purpose of the training is to increase the practical competencies necessary for the successful implementation of the concept of gender equality in the context of the professional activities of various structural units of state and public organizations, and to strengthen regional cooperation in the field of gender initiatives in Central Asia.
Long-term perspective: strengthening the capacity in the field of countering violence against women and girls, empowering women in Central Asia by building a comprehensive interaction of all participants in the systemic solution of the problem of gender equality in Central Asia through the adaptation of the experience of each State, in general, respect for human rights.
The process of conducting
In April 2022, training seminar programs were developed for each group, handouts and memos for participants, presentation, video and control material of trainers were formed. The training seminars were held according to the schedule from May 24 to May 30, 2022.
All participants received programs and links to connect to the sessions in advance, the work of the trainings began according to schedule with a greeting from the Adviser on the Coordination of the regional program of the Ray of Light initiative of S.O. Mustafina, a presentation of the project by its head Professor N.T. Shyngysova, in which the speakers drew attention to the importance of systemic changes in actions against women and girls, They emphasized the role of international standards, and also invited participants from all Central Asian states to actively exchange experiences. In a standardized module, the project trainers presented the concept of gender equality and ways to empower women, international and national experience in countering violence against women and girls, methods of involving key stakeholders and broad segments of the population in promoting ideas and actions against violence to focus on gender aspects in the global Agenda for sustainable Development until 2030.
The subject training module was planned taking into account both the specific target audience: government agencies and executive authorities, service providers, NGOs, businesses, law enforcement agencies, and a diverse representation of participants from all five Central Asian states, where, according to the results of the survey, there is a heterogeneous approach and situation in the field of gender equality and the prevalence of violence against women and girls. Therefore, the main aspects of professional development were focused on building the professional potential of employees in each of the five specific areas, developing empathy among specialists, exchanging experience during business games, solving cases, discussions and consolidating material.
From June 1 to June 10, 2022, the final evaluation of the organization of training seminars and monitoring of participants' responses were carried out.
Implementation of the plan
The project implementation plan for conducting trainings to strengthen capacity and knowledge in the field of gender equality, the elimination of violence against women and girls, and the empowerment of women in Central Asia has been completed on all points and on time.

MOOCs have been created on the topics of the UNESCO Journalism Education Program Model: K. Arthurs, M. Folly, M. Abu-Fadil "A model course on the safety of journalists", M.K. Lim, M. Ito, Sh.Sh. Ngo, L.K. Wang, Z. Nain, E. Meston "Coverage of the topic of climate change and sustainable development", R. Howard "Conflict-sensitive journalism", A.M. Amp "Media coverage of the problem of violence against women and girls: a guide for journalists". The courses are correlated with the SDGs: 4 – Quality education, 5 – Gender equality, 13 – Urgent measures to combat climate change, 16 – Peace, justice and effective institutions. The courses integrate journalism education based on international standards in the framework of formal and non-formal education through services open.kaznu.kz . New disciplines are developing gender-oriented, inclusive and digital approaches among teachers and students.
The use of an educational digital platform for use both in educational programs of universities and for professional development of media staff, bloggers. Representatives of 19 universities of Central Asia and the Caucasus participated in the creation as consultants, thanks to which the interests of different regions are balanced.
Students and teachers of universities in Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Armenia, Azerbaijan, Georgia, as well as media staff, bloggers received free round-the-clock access to the open resource of Al-Farabi Kazakh National University to improve competencies in the areas of security, conflict-sensitive methods, environmental concepts and violence against women and girls. The broadcast international workshops are adapted to regional specifics and are presented both in Russian and in seven national languages. Didactics includes video lectures from 6 to 12 minutes, at the end of the modules there is a continuous control in the form of tests, and at the end of the course – writing an essay and its mutual verification by students based on the proposed criteria. The sustainability of the first four courses issued consists in the increasing dynamics of attracting international standards to the application in journalistic practice and providing positive examples of solving complex communicative situations. The attractiveness of the courses lies in their verified content of UNESCO, the International Federation of Journalists, the automated form of presentation of materials and the minimum requirements for formalizing the stages of training. The structure of the SDG platform's MOOCs is more flexible than in classical forms of learning.
MOOCs show a clear example to methodological associations of universities and initiate a revision of the subject and content of journalistic disciplines for wider implementation of international standards. The functionality of the platform allows you to evaluate different criteria, including individualization, engagement and conversion of a particular course. The principles laid down in the subjects of digital learning will allow the use of JSIS, IUIs and GSIM indicators.
The results of the survey of project participants and consultants. According to SDG 5 – Gender Equality, in publications and stories, journalists have become 70 percent more likely to use examples to convincingly show the thesis that the victim is never to blame for violence. According to SDG 4 – Quality education, registration for MOOCs has increased by 1.8 times, universities accept the certificate of the course as a credit for the discipline of the curriculum. According to SDG 13 – Urgent measures to combat climate change, the number of facts proving air pollution, animal cruelty has increased by 2 times. According to SDG 16 – Peace, justice and effective institutions, 90% of journalists began to wear vests and armbands with the inscription "Press" when covering demonstrations and rallies.
Among the project's consultants were teachers, journalists, bloggers, representatives of NGOs from Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Armenia, Azerbaijan, Georgia, who, according to the World Press Freedom Index compiled by Reporters Without Borders, have a difference in indicators. A visual comparison of initiatives, as well as the introduction of practical methods, makes it possible to improve the position of the media in these states with the accumulating impact of advanced views and missions.
The “Avrupa times” agency noted that "the creators of the project showed the difference between mass online courses and classical courses: capacity, visualization and interactivity. The wishes of deepening cooperation at the launch of the platform were expressed by partners from the countries of Central Asia and the Caucasus. A gender-oriented thesaurus was used for teachers, editorial staff, and students in the field of journalism, special examples were selected, in particular, about clothes, about loads, about the tone of communication, which were directly addressed to women, taking into account international recommendations.
The project "Media Culture Platform for journalistic education and training" considered the issues of long-term business trips of women, hygiene issues, methods of protection from violence in various conditions in the field of communication.
Within the framework of the project, a consulting partnership was established with universities: L. N. Attracting as many recommendations of the UN, UNESCO, the International Federation of Journalists as possible, mapping existing practices, testing for potential audiences, regular consultations and workshops with colleagues.
All materials – videos, presentations, publications - have the approved logo of UNESCO and the IPRC, as well as the objectives of the IPRC were constantly explained to partners. Central Asian universities were presented with opportunities to participate in IPRC projects, based on the experience of the UNESCO Department of Journalism and Communication of Al-Farabi Kazakh National University.
The courses are implemented and hosted on the university's secure services. The accompanying documentation has been issued. A promotion campaign has been carried out. Within five years, the MOOCs will be updated and strengthened. Requirements for obtaining course certificates and their recognition have been developed. The project can be supplemented and strengthened with new courses.
During the development of the project, project implementation schedules, quality and compliance assessment procedures, and improvement measures were prepared, which were fully used as part of the implementation of all planned activities.
More than 100 UNESCO and IPRC documents were used in the MOOCs, 80 percent were available in Russian and were placed in an open depository unesdoc.unesco.org .
This project will strengthen the human resources potential of journalism in Kazakhstan, Central Asia and the Caucasus, adapt gender-oriented approaches, demonstrate the principles of inclusivity, and also help improve the situation with the media, improve educational programs for training journalists.
UNESCO chairs in Kazakhstan, journalism chairs are interested partners in improving the situation in the field of media and training personnel for the industry.
This project can be continued by developing new courses from the Model of the UNESCO Educational Journalism Program in Central Asia and the Caucasus.

Media and Sustainable Development Goals" in Kostanay
Under a grant from the UN Women structure, the project group of the UNESCO Chair, International Journalism and Media in Society of the Faculty of Journalism implemented training seminars to increase the capacity of local media and press services of local executive bodies in covering the gender-related Sustainable Development Goals (SDGs) "Media and Sustainable Development Goals".
This project improves the qualifications of journalists, press officers, bloggers and representatives of non-governmental organizations in accordance with international standards of gender equality based on the SDGs, considers the reflection of gender balance in the media of the regions, shows the possibilities of their use in the media, PR, blogging.
The training seminar was held in the city of Uralsk on the basis of the Kostanay State University named after A. Baitursynov. It was attended by the program representative of the UN-Women structure in Kazakhstan G. Smailova, Vice-Rector for Science and Internationalization of the A. Baitursynov KSU A. Bekmagambetov, project Manager, Head of the UNESCO Department, International Journalism and Media in the society N. Shyngysov. The training was conducted by teachers of the department E. Dudinova, A. Rozhkov, E. Veskina. The training seminar was attended by editors-in-chief, journalists of newspapers, radio stations, TV channels of Kostanay region, bloggers, representatives of non-governmental organizations, teachers, students and undergraduates.
At the training seminar "Media and Sustainable Development Goals", the main directions of the project were implemented: the relevance of the gender factor in the 2030 Agenda for Sustainable Development, the nationalization and localization of gender-related Sustainable Development Goals, the perception of gender balance by journalists and audiences, the role of women in politics, models for the modernization of gender information guides. All participants received completed folders with materials on the project topic for further use and maintenance of competencies.
The training seminar within the framework of the project was held with the use of documents of the UN-Women structure, gender-sensitive UNESCO media indicators prepared for publication by the department, presentations of trainers, team work, case analysis, discussion of recommendations.
In the final part of the seminar, the participants evaluated the organizational and creative aspects of the seminar in the waiting lists, as well as made a self-assessment of the knowledge and skills acquired, filled out final questionnaires.
The project was carried out according to all the declared parameters.

The Department of UNESCO, International Journalism and Media in Society of the Faculty of Journalism, under a grant from UN Women, implemented a project of training seminars to increase the capacity of local media and press services of local executive bodies in covering gender-related Sustainable Development Goals (SDGs) "Media and Sustainable Development Goals".
The concept of the project provided for familiarization of media representatives, press services, bloggers and non-governmental organizations with international standards of gender equality based on the SDGs, identification of the situation in the reflection of gender balance in the media of the regions, showing the possibilities of their use in the media, PR, blogging.

The training seminar was attended by editors-in-chief, journalists of newspapers, radio stations, TV channels of the Ural region, bloggers, representatives of non-governmental organizations.

The training seminar of the project was held with the use of documents of the UN-Women structure, gender-sensitive UNESCO media indicators prepared for publication by the department, thematic TV and film plots, publications of traditional and new media on gender issues based on foreign and Kazakh content were used, participants got acquainted with the principles of the SDGs during business games, solutions cases, the construction of associative models.
According to the results of the final questionnaire, the participants of the training seminar positively assessed the level of organization and conduct of the seminar, made a self-assessment of their own capabilities of this issue, published posts in social networks and prepared materials for the media.
In general, the goals set in the project have been implemented.
