Founders of legal science and education

   

 

ZIMANOV SALYK ZIMANOVYCH

(1921-2012)

 

The first doctor of law from among Kazakh scientists, the first academician of the Academy of Sciences of the Kazakh SSR from lawyers, the patriarch of legal science.

 

He made a significant contribution to the development of legal science and legal education, to the formation of sovereign Kazakhstan. One of the authors of the Constitutional Law «On State Independence of the Republic of Kazakhstan» in 1991.

 

Head of the expert group in the preparation of the draft Constitution of the Republic of Kazakhstan in 1993 and 1995. In 1994 – 1995 – Chairman of the Committee on Constitutional Legislation and Human Rights of the Supreme Council of the Republic of Kazakhstan.

 

Laureate of the Presidential Peace and Spiritual Harmony Award (1993), the State Prize of Kazakhstan (2002). He was awarded 2 Orders of the Patriotic War of the 1st degree, the Order of the Red Star, Parasat (2002), the Order of Otan (2010).

 

In 2022, a street named after Salyk Zimanov was opened in the Nauryzbay district of Almaty.
  
 

 

 

 SARTAYEV SULTAN SARTAYEVICH

(1927-2019)

 

Doctor of Law, Academician of the National Academy of Sciences of the Republic of Kazakhstan.

 

In 1990, he worked as a member of the State Commission for the preparation of the updated Union Treaty from the Kazakh SSR, was one of the main authors of the Declaration on the Sovereignty of the Kazakh SSR (1990); the Law «On the establishment of the post of President of the Kazakh SSR» (1990); the Constitutional Law «On the State Independence of the Republic of Kazakhstan» (1991); The Law on Citizenship of the Republic of Kazakhstan (1991); one of the drafters of the first Constitution of sovereign Kazakhstan (1993), Chairman of the Commission on drafting the Law on the Languages of the Republic and the Concept of Language Policy.

 

He was awarded the Order of Parasat (2001), the Gold Medal of the Swiss Center for Education for Merits in Scientific and Pedagogical Activity (2004), the badge of the Ministry of Education and Science of the Republic of Kazakhstan «Honorary Worker of Education of the Republic of Kazakhstan» (2007), the Order of Manas (2010), the Order of Barys III degree (2011).

 

 


 

 

 

BAIMAKHANOV MURAT TAJI-MURATOVICH

(1933-2022)

 

Doctor of Law, Academician of the National Academy of Sciences of the Republic of Kazakhstan.

 

In 1992-1995 academician M.T. Baymakhanov headed the Constitutional Court of the Republic of Kazakhstan - the first body of constitutional control in Kazakhstan.

 

He was a member of the working and expert groups on the preparation of drafts of the Constitution of the Kazakh SSR in 1978, the Constitution of the Republic of Kazakhstan in 1993, was the head of the working group on the preparation of the draft law «On the rehabilitation of victims of mass political repression».

 

Murat Tadji Muratovich carried out scientific supervision of more than 50 PhD theses and became a scientific consultant to a number of doctors of law, who later became well-known and recognized scientists who composed the scientific school of Academician Baymakhanov.

 

Laureate of the Chokan Valikhanov Prize (1973). Awarded the Order of Parasat (2020).
  
   

 

 

SAPARGALIEV GAYRAT SAPARGALIEVICH

(1930-2010)  

 

Doctor of Law, Academician of the National Academy of Sciences of the Republic of Kazakhstan.

 

He participated in the creation of the draft Constitution of the Kazakh SSR in 1978, led the working group on the development of the draft Constitution of the Republic of Kazakhstan in 1993, was a member of the expert advisory commission on the development of the draft Constitution of 1995, took an active part in the development of many draft laws, under his leadership conducted a scientific and legal examination of draft laws.

 

He was awarded the Order «Kurmet». He was also awarded medals, including the memorial medal of the Polish Republic «Pro Memoria» (2003); Honorary diplomas of the Supreme Soviet of the Kazakh SSR. Honored Lawyer of the Republic of Kazakhstan (1993).



   

 

 

 

 

KIM VLADIMIR ALEKSANDROVICH

(1922-2015)  

 

 

Doctor of Law, Professor.

 

From 1982 to 1999 he headed the Department of Constitutional and Administrative Law.

 

Participated in the drafting of the Constitutions of the Republic of Kazakhstan in 1993 and 1995, served as a member and secretary of the commissions of the Supreme Council of the Republic of Kazakhstan for the rehabilitation of victims of political repression in 20-30 and investigation of the events that occurred on December 15-17, 1986.

 

In 1999, he was awarded the Order of «Kurmet» for his participation in the development of the draft Constitution of the Republic of Kazakhstan in 1995.
