  • February 28, 2023 at the Al-Farabi Kazakh National University was a meeting with Berdibekova G. A., Chairman of the Chamber of Legal Advisers in Almaty, and her colleagues with 1st year students of the Faculty of Law on the topic «Elections to Parliament of the Republic of Kazakhstan. Informing Students on Election Issues». The organizers of the meeting were teachers of the Department of Theory and History of State and Law, Constitutional and Administrative Law Baimakhanova D.M. and Kusainov D.O. Gulnar Auelbekovna spoke to the students with a presentation on the innovations of the electoral legislation.


Extraordinary elections of deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan will be held on March 19, 2023. All seven political parties registered in the country are allowed to participate in the elections. The document on the dissolution of the Mazhilis of the 7th convocation and the appointment of elections was signed after consultations with the speakers of both houses of the Parliament and the Prime Minister.



Students were familiarized with the procedure for holding elections, with the system of election commissions and their powers. The innovations made to the Constitution in June 2022 were announced at the meeting. Also, students learned about the procedure for voting in elections, about the place and time of voting.

We should noticed that after the amendments to the Constitution of Kazakhstan following the results of the referendum, 70% of the deputies of the Mazhilis are elected from party lists, and 30% from single-mandate constituencies.

 

Also, according to the mixed electoral system, in the ratio of 50 to 50, elections to maslikhats of regions and cities of republican significance will be held. The number of deputies of the lower house of Parliament was reduced to 98, due to the exclusion of the right of the Assembly of the People of Kazakhstan to elect deputies of the Majilis. Another innovation that was already in effect in the presidential elections in November 2022 is the return of the column “against everyone” to the ballots.

 

At the end of the meeting, the students asked the speakers their questions. For example: «Who can be allowed as observers and who determines them?»; «Acceptable rules of conduct at the polling station»; the question «On self-nomination of candidates» and other practical issues were also raised.

Sustained and inclusive economic growth can promote progress, create decent jobs for all, and improve living standards.

 

The purpose of the event: to form a conscious understanding among students of the need for every citizen to participate in the fate of the state through elections.

To create conditions for the formation of students' ideas about the basics of the electoral legislation of the Republic of Kazakhstan, about the elections of state authorities and local self-government bodies.

continue to develop an active civic position;

to form a sense of responsibility for the future of your country.
