Doctor of Law, Professor, graduate of the Faculty of Law of Al-Farabi Kazakh National University 1996.
Since 1996 - lecturer, then Associate Professor of the Department of Theory and History of State and Law of Al-Farabi Kazakh National University.
The topic of the doctoral dissertation: "Theoretical and legal problems of ensuring national security of the Republic of Kazakhstan". A leading researcher at the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (2000-2007). He held the positions of Vice-Rector, Head of the Department, Deputy Vice-Rector-Director of the Institute of Justice of the Academy of Public Administration under the President of the Republic of Kazakhstan (2002-2006).
