A 1987 graduate of the Faculty of History, Archeology and Ethnology of the Al-Farabi KazNU, in 1991-1993, a graduate student of this university Kairat Abdrakhmanov was elected to the post of the OSCE High Commissioner on National Minorities.

Earlier, Abdrakhmanov Kairat Kudaibergenovich held the position of Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Sweden, Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the Kingdom of Denmark concurrently.
