Master's / Doctoral studies

Persons who have mastered the educational programs of higher / postgraduate education are accepted for educational programs of postgraduate education (master's, doctoral studies) of the University. At the same time, persons who have not mastered the prerequisites necessary for the successful development of educational programs of postgraduate education at the previous level of education are allowed to submit documents subject to the condition of mastering the necessary disciplines on a paid basis after enrollment. Persons with a master's degree and at least 9 (nine) months of work experience are allowed to enter doctoral studies.

Acceptance of applications for master's and doctoral PhD programs is carried out online by the University Admissions Committee or through the information system. To apply, the applicant must register in the mobile databasehttps://egov.kz, then on sitehttps://did.gov.kzcreate a Digital ID - a digital passport that confirms your identity. After creating a digital passport, the applicant needs to go to the sitehttps://pro-zayav.testcenter.kzand register by filling in the required data.

Applicants to the magistracy in the application indicate one group of educational programs and up to 3 organizations of higher and postgraduate education.

Applicants for doctoral studies in the application indicate one group of educational programs and one organization of higher and postgraduate education.

Admission of persons to magistracy, doctoral studies, including targeted training, is carried out on a competitive basis based on the results of comprehensive testing (hereinafter referred to as CT) and (or) entrance exams.

Admission by groups of MBA educational programs (EMBA) is carried out during the calendar year for training on a paid basis on the basis of an interview conducted by subject examination boards.

Admission to PhD doctoral studies in educational programs in the field of health is carried out in two stages: pre-selection, entrance examinations. Preliminary selection of applicants is carried out by reviewing the documents of applicants and interviews. The results of the preliminary selection are admission or non-admission to the entrance exams.

Admission by groups of DBA educational programs is carried out within a calendar year for training on a paid basis based on the results of an interview conducted by subject examination boards.

Persons entering the magistracy and having one of the international certificates confirming knowledge of a foreign language in accordance with the pan-European competencies (standards) of foreign language proficiency are exempted from the foreign language test of comprehensive testing for the magistracy in the following languages:

English:

Test of English as a Foreign Language Institutional Testing Program (TOEFL ITP) - at least 543 points;

Test of English as a Foreign Language Institutional Testing Program Internet-based Test (TOEFL IBT) - at least 60 points;

Test of English as a Foreign Language Paper-based testing (TOEFL PBT) - at least 498 points;

International English Language Tests System (IELTS) - at least 6.0;

IELTS INDICATOR - not less than 6.0.

German:

Deutsche Sprachpruefung fuer den Hochschulzugang (DSH) - Niveau C1 / level C1;

TestDaF-Prufung - Niveau C1/level C1;

French:

Test de Français International™ (TFI) - not lower than level B1 in reading and listening sections);

Diplome d'Etudes en Langue française (DELF) - level B2;

Diplome Approfondi de Langue française (DALF) - level C1;

Test de connaissance du français (TCF) - at least 50 points.

Persons entering the magistracy for the groups of educational programs in the areas of education "Pedagogical Sciences", "Natural Sciences, Mathematics and Statistics", "Information and Communication Technologies", "Engineering, Processing and Construction Industries", as well as areas of training "Humanities" , "Social Sciences", "Business and Management" are exempted from comprehensive testing for a master's program with Kazakh or Russian languages ​​of instruction if there is an international certificate of passing the standardized Graduate Record Examinations (GRE) test with scores established by the Ministry of National Education and Science of the Republic of Kazakhstan and reflected in the Requirements for admission to study .

Persons entering the magistracy for the groups of educational programs in the areas of education "Pedagogical Sciences", "Natural Sciences, Mathematics and Statistics", "Information and Communication Technologies", "Engineering, Processing and Construction Industries", as well as areas of training "Humanities" , "Social Sciences", "Business and Management" are exempted from comprehensive testing for a master's program with Kazakh, Russian or English as the language of instruction if there is an international certificate of passing the standardized Graduate Record Examinations (GRE) test with scores established by the Ministry of Education and Science of the Republic of Kazakhstan and reflected in the Admission Requirements for education.

Persons who have one of the certificates of passing a test in a foreign language (English, French, German) specified in paragraph 2.2.9, when applying for participation in the competition for the award of an educational grant at the expense of the republican budget or the local budget, as well as when enrollment on a paid basis counts 50 points.

Persons who have graduated from foreign universities in countries whose state or official language is English, and who have specialized accreditation of foreign accreditation bodies included in the registers and (or) associations of accreditation bodies of the member states of the Organization for Economic Cooperation and Development (OECD) for 5 years:

upon admission to the magistracy with the Kazakh or Russian language of instruction, they are exempted from the testing block "Foreign Language" (English) CT;

upon admission to doctoral studies, they do not provide international certificates confirming knowledge of a foreign language in accordance with the pan-European competencies (standards) of foreign language proficiency.

Persons entering doctoral studies for groups of educational programs in the areas of education "Pedagogical Sciences", "Natural Sciences, Mathematics and Statistics", "Information and Communication Technologies", "Engineering, Processing and Construction Industries", as well as areas of training "Humanities" , "Social Sciences", "Business and Management" are exempted from entrance examinations for a group of educational programs in the presence of an international certificate of passing the standardized Graduate Record Examinations (GRE) test with scores established by the Ministry of Education and Science of the Republic of Kazakhstan and reflected in the admission requirements to study.

Passing score for admission to the master's program based on the results of comprehensive testing in accordance with the Scale of 150-point grading system for CT in the master's program with the Kazakh or Russian language of instruction: at least 50 points, including in a foreign language - at least 25 points, according to the profile of the group educational programs: with the choice of one correct answer - at least 7 points, with the choice of one or more correct answers - at least 7 points, according to the test for determining readiness for learning - at least 7 points.

Passing score for enrolling in a master's program with English as the language of instruction based on the results of comprehensive testing in accordance with the Scale of 100-point grading system for CT in a master's program with English as the language of instruction: at least 25 points, including the test for determining readiness for learning - at least 7 points, according to the profile of the group of educational programs: with the choice of one correct answer - at least 7 points, with the choice of one or more correct answers - at least 7 points.

Passing score for admission to the master's program for groups of educational programs that require creative training, based on the results of comprehensive testing and creative exams for the profile of a group of educational programs: at least 50 points, including in a foreign language - at least 25 points, according to the readiness test for training - at least 7 points and for creative exams - at least 7 points for each creative exam. The maximum score for each creative exam is 35 points.

Passing score for admission to a master's program for groups of educational programs that require knowledge of the Arabic language, based on the results of the entrance exam in Arabic and CT: at least 50 points, while in Arabic - at least 25 points, according to the profile of the group of educational programs: with a choice one correct answer - at least 7 points, with the choice of one or more correct answers - at least 7 points, according to the test to determine readiness for learning - at least 7 points.

Persons who have scored the highest scores in comprehensive testing and (or) the entrance exam and (or) creative exams are enrolled on a competitive basis for training under the state educational order in the magistracy:

for scientific-pedagogical and specialized magistracy with the Kazakh or Russian language of instruction, including for groups of educational programs that require creative training - at least 75 points;

for a master's program with English as the language of instruction - at least 50 points.

Enrollment of persons in doctoral studies is carried out on the basis of an international certificate confirming knowledge of a foreign language in accordance with the pan-European competencies (standards) of foreign language proficiency and based on the results of an entrance exam in the profile of a group of doctoral educational programs. The passing score for admission is at least 100 points, including at least 50 points out of a possible 100 points for the entrance exam for the profile of the group of educational programs.

Persons who have scored at least 75 points out of a possible 100 points for an entrance exam in the profile of a group of educational programs are enrolled on a competitive basis for doctoral studies under the state educational order.

In the case of the same indicators of competitive points, the preferential right when enrolling in doctoral studies is given to persons who have the highest score in the profile of the group of the educational program. Then, scores for essays, scores for the readiness test, scientific achievements corresponding to the profile of the educational program are taken into account: scientific publications, including those in rating scientific publications included in the 1st, 2nd quartile according to the Journal Citation Reports of the company's Web of science database Clarivate Analytics for the last 3 calendar years; certificates of scientific developments; certificates of awarding scientific scholarships, grants; certificates/diplomas for participation in scientific conferences and competitions.

Applicants with the same competitive scores, at the request of the Admissions Committee, are provided with additional documents to determine the priority right to enroll in doctoral studies.

The authenticity and validity of the certificates submitted by applicants are checked by the Admissions Committee. The University Admissions Committee has the right to refuse to accept a document whose authenticity is not confirmed.

Applicants who wish to participate in the competition for the state educational order at the expense of the local budget submit the following documents to the University Admissions Committee:

1) application (in any form);

2) document on higher/postgraduate education (original);

3) CT certificate and a copy of the certificate of passing the test for the programs (if any) and an extract of passing the (creative) exam for groups of educational programs indicating points (if any) (for master's programs);

4) a certificate confirming knowledge of a foreign language in accordance with the pan-European competencies (standards) of foreign language proficiency and an extract on passing the entrance exam for groups of educational programs indicating points (for doctoral studies);

5) a copy of the work book (if any);

6) a copy of an identity document.

7) the results of the preliminary selection (for doctoral studies in the field of education "Health and social security (medicine)").

The competition for the state educational order is held in accordance with the scores of the CT and / or the entrance (creative) exam for groups of educational programs.

 

 

Comprehensive testing, creative / entrance exams for the profile of the group of educational programs

Persons entering the magistracy pass a comprehensive test, including a test in a foreign language (optionally English, German, French), a test on the profile of groups of educational programs, a test to determine readiness for training in Kazakh or Russian.

Persons entering the master's program with the English language of instruction pass a comprehensive test, including a test on the profile of groups of educational programs in English and a test to determine the readiness for study in Kazakh or Russian or English.

Persons entering the magistracy for groups of educational programs that require knowledge of the Arabic language, pass an entrance exam in Arabic and comprehensive testing (CT), including a test to determine readiness for learning, a test according to the profile of groups of educational programs, optionally in Kazakh or Russian .

Persons entering the magistracy by groups of educational programs that require creative training pass:

comprehensive testing, including a test in a foreign language (optionally English, German, French), a test to determine readiness for training in Kazakh or Russian;

two creative exams on the profile of groups of educational programs.

Comprehensive testing is carried out by the National Testing Center of the Ministry of Education and Science of the Republic of Kazakhstan at the points for conducting CT, determined by the Ministry of Education and Science of the Republic of Kazakhstan. CT is carried out in accordance with the Requirements for conducting comprehensive testing, approved by the order of the Ministry of National Defense of the Republic of Kazakhstan dated May 8, 2019 No. 190.

Based on the results of complex testing, an electronic certificate is issued, which is confirmed on the website of the National Testing Center of the Ministry of Education and Science of the Republic of Kazakhstan.

The entrance exam in Arabic and creative exams for groups of master's educational programs are held on the basis of the University.

Persons entering doctoral studies pass an entrance exam according to the profile of a group of educational programs. Entrance exam programs include essay topics and questions on the profile of a group of educational programs, which are approved by the Academic Council of the University and posted on the University website two months before the start of the entrance exams.

An applicant for doctoral studies fills out a questionnaire indicating the full name and group of educational programs and proceeds to writing an essay, passes a test for readiness to study in doctoral studies, answers examination questions on the profile of the educational program group, randomly selected in writing.

The results of the examination work of applicants for doctoral studies are sent to the National Testing Center (NTC) and the University. The results of the learning readiness test are processed by the NTC. Examination commissions of the University check the papers according to the individual code of the applicant and send the results of the examination through the information system to the NTC for further publication of the results. The final grade for the exam is a set of points obtained by summing up the results of assessing the essay, the test for readiness to study in doctoral studies, answering the exam questions on the profile of the group of the educational program.

Examination committees for taking creative exams and entrance exams for a master's program in Arabic, entrance exams for doctoral studies in the profile of a group of educational programs are formed from among highly qualified employees who have a scientific degree in the specialties corresponding to the areas of training (candidate, doctor of science) or a PhD degree.

To take the entrance exam for groups of educational programs for joint educational programs of doctoral studies, if necessary, by order of the rector of the university, joint subject and appeal commissions are approved, which include full-time teachers of KazNU and representatives of relevant research institutes or organizations of higher and postgraduate education.

The results of the examinations are documented by the assessment sheet and the protocol of the commission, which are transferred to the executive secretary of the Admissions Committee. The protocol of the commission is signed by the chairman and all present members of the commission.

The results of examinations for those entering the magistracy are announced by the Admissions Committee on the day they are held. The results of entrance examinations for applicants for doctoral studies are announced by the authorized body in the field of education the next day after the examinations.

Retaking exams and comprehensive testing is not allowed.

Within 3 (three) calendar days after the end of the exams, the Admissions Committee submits to the authorized body in the field of education a final report on the organization and conduct of exams, as well as copies of statements about the results of exams.

 

Appeal procedure

For the period of the examinations, in order to comply with the requirements for special / creative examinations, entrance examinations for a master's program in Arabic, entrance examinations for doctoral studies in the profile of a group of educational programs, resolution of disputes, protection of the rights of persons taking the relevant examinations, by order of the Rector of the University, appeal commissions, which consist of an odd number of members, including its chairman. Members of examination committees cannot be members of appeal committees.

To consider the applications of persons who do not agree with the results of comprehensive testing, the Republican Commission for the consideration of appeals under the Ministry of Foreign Affairs of the Republic of Kazakhstan is being created. The chairman and composition of the Republican Appeal Commission are approved by order of the Minister of Science and Higher Education of the Republic of Kazakhstan.

An application for appeal is submitted to the chairman of the appeal commission by the person who took the exam, either in person or through the information system.

The Appeal Commission accepts and considers applications from applicants on the content of test (examination) materials and technical reasons.

Applications are accepted until 13:00 the next day after the announcement of the results and are considered by the Appeals Commission within one day.

The Appeal Commission works with each person on an individual basis. If a person does not appear at a meeting of the Appeal Commission, his application for an appeal is not considered.

The Appeal Commission of the University and (or) the Republican Appeal Commission makes a decision on the application of the person appealing the results of the relevant exam or CT for groups of educational programs of postgraduate education.

The decision of the Appeal Commission of the University is considered competent if at least two thirds of its members are present at the meeting. The decision on the appeal of disagreement with the results of the exam is taken by a majority of votes from the number of members of the commission present. In case of equality of votes of the members of the appeal commission, the chairman's vote is decisive. The work of the appeal commission is documented in a protocol signed by the chairman and all present members of the commission.

The decision of the appeal commission is final.

During the period of examinations and comprehensive testing, representatives of the authorized body in the field of education carry out special monitoring.

 

The order of admission to the University

Admission to the University is carried out in the format of providing a public service, in which the University acts as a service provider, and applicants as service recipients.

For enrollment, applicants (service recipients) submit to the Admissions Committee (in online or offline format) or through the e-government web portal www.egov.kz (hereinafter referred to as the portal):

a package of documents provided for in clause 8 of the State Service Standard "Admission of documents and enrollment in higher educational institutions for study in educational programs of higher education" for applicants for higher education programs;

a package of documents provided for in clause 8 of the Public Service Standard "Admission of documents and enrollment in higher educational institutions for training in educational programs of postgraduate education" for applicants for master's and doctoral programs.

The list of basic requirements for the provision of public services, including the characteristics of the process, the form, content and result of the provision of services, as well as other information, taking into account the specifics of the provision of public services, are determined by the Public Service Standard.

An employee of the Admissions Committee accepts a package of documents, registers them and issues a receipt to the service recipient on acceptance of the package of documents on the day the application is received, or if the service recipient provides an incomplete package of documents, refuses to accept documents.

In case of contact through the portal, the service recipient is sent to the "personal account" the status of acceptance of the request for the public service, as well as a notification indicating the date and time of receipt of the result of the public service.

The selection committee checks the completeness of the submitted documents from the moment they are received, in case of incompleteness, prepares a reasoned refusal to further consider the application, which is sent in the form of an electronic document to the applicant in the "personal account" on the portal.

Documents in a foreign language are provided with a notarized translation into Kazakh or Russian.

Documents on education issued by foreign educational organizations undergo the nostrification procedure in accordance with the procedure established by the legislation of the Republic of Kazakhstan after enrollment of persons during 1 (first) academic period of study.

Persons with secondary or technical and vocational, post-secondary education of the current year, who passed the UNT on time in accordance with Order No. 204 and scored a threshold score, apply to the rector for admission to the University on a paid basis until receiving a document on general secondary or technical and vocational, post-secondary education.

At the same time, students of graduating grades 11 (12) of secondary education organizations submit an application addressed to the rector or the person acting in his capacity for admission to the University on a paid basis before receiving a document on general secondary education.

After receiving a document on general secondary or technical and vocational, post-secondary education, applicants submit documents according to the list. Persons who have scored the established threshold scores based on the results of entrance examinations apply to the rector for admission to the University on a fee basis. The application is accompanied by an UNT certificate, a copy of the transcript signed by an authorized person and sealed.

Persons who have received an electronic certificate of awarding an educational grant of higher education at the expense of the republican budget or the local budget, apply for admission and are enrolled in the number of students under the state educational order.

If the service recipient provides a full package of documents, the Admissions Committee sends a notification of acceptance of documents for admission to the University.

After receiving the notification, the service recipient submits the original documents to the selection committee.

The order on admission to the contingent of students of the University is issued by the Rector of the University.

Admission to the University is carried out separately for educational programs of higher and postgraduate education and language departments. To this end, applicants to the University must register online on the university website to select an educational program. In the event that an incomplete study group is formed based on the results of registration of applicants, the University reserves the right to re-register an applicant for another educational program.

Persons applying for master's and doctoral studies in joint postgraduate educational programs indicate in the application the name of the relevant joint educational program and submit a letter of recommendation from the relevant research institute.

Citizens of the Republic of Kazakhstan, entering on the basis of a state grant, conclude an agreement on working out for at least 3 (three) years in the manner determined by the Government of the Republic of Kazakhstan.

With persons enrolled for training under the state educational order as part of targeted training, a special tripartite agreement is concluded, the parties to which are the University, the student and the customer of educational services (university or scientific organization).

Enrollment on the basis of contracts for the provision of educational services for a fee is carried out by order of the rector on the basis of the protocol of the Admissions Committee after the parties conclude an agreement on the provision of educational services for a fee.

In the case of an applicant applying for an educational loan issued by second-tier banks, the applicant is enrolled in the number of students of the University upon submission of a relevant certificate from the bank confirming that the documents are under consideration.

Unused places under the state educational order for doctoral studies, including targeted ones, are returned to the authorized bodies in the field of education, health care and culture in the form of an application for further redistribution in the context of groups of educational programs of postgraduate education.

Before the start of the academic period (semester), the University organizes an orientation week, during which students enrolled in the 1st year of study get acquainted with the leadership of the faculty, curators-advisers, the library, internal regulations and rules of the University, etc. In the future, students are informed through consultations of advisors and announcements on a personal page in the Univer system, as well as meetings of student associations. The main information service for students and their parents for monitoring current progress is the Univer system, created to support the processes of assessing students' knowledge, conducting exams by computer testing, filling out an electronic journal of class attendance, current and final control of students' knowledge, etc. (See standard 7 for details about IS Univer.)

Resetting loans are carried out by the Registrar's Office on the basis of the application of the student and the presentation of the graduating department with supporting documents through coordination with the Department of Academic Affairs.

The graduating department is responsible for objectively establishing the equivalence of the volume and content of the disciplines studied or the research work carried out to the requirements of the University curriculum.

The final document confirming the student's learning is a transcript or its equivalent. Information about the training program is entered into the transcript: the names of disciplines (modules), grades, the number of mastered academic credits.

The maximum number of credits allowed for transfer from other educational organizations in one academic year is not more than 20% of the curriculum for disciplines studied in other national HEIs of the Republic of Kazakhstan. For disciplines not studied in the national HEIs of the Republic of Kazakhstan, with the exception of Nazarbayev University, credits are not credited.

The maximum number of loans allowed for transfer from foreign educational organizations is set on an individual basis, taking into account the rating of a foreign OVPO and the profile of the EP.

Persons entering the Master's program for groups of educational programs in the fields of education "Pedagogical Sciences", "Natural Sciences, Mathematics and Statistics", "Information and Communication Technologies", "Engineering, Manufacturing and construction industries", as well as training areas "Humanities", "Social Sciences", "Business and Management" they are exempt from comprehensive testing for a master's degree with Kazakh or Russian languages of study in the presence of an international certificate of passing a standardized Graduate Record Examinations (GRE) test with points, established by the Ministry of Internal Affairs of the Republic of Kazakhstan and reflected in the Rules of Admission to training.

Persons entering the Master's program for groups of educational programs in the fields of education "Pedagogical Sciences", "Natural Sciences, Mathematics and Statistics", "Information and Communication Technologies", "Engineering, Manufacturing and construction industries", as well as training areas "Humanities", "Social Sciences", "Business and Management" they are exempt from comprehensive testing for a master's degree with Kazakh, Russian or English language of instruction in the presence of an international certificate of passing the standardized Graduate Record Examinations (GRE) test with points, established by the Ministry of Internal Affairs of the Republic of Kazakhstan and reflected in the Rules of Admission to training.

Persons who have one of the certificates of passing the test in a foreign language (English, French, German) specified in paragraph 2.2.9, when applying for participation in the competition for the award of an educational grant at the expense of the republican budget or the local budget, as well as when enrolling on a paid basis, 50 points are credited.

Persons who have graduated from foreign universities in countries whose official or official language is English and have specialized accreditation of foreign accreditation bodies included in the registers and (or) associations of accreditation bodies of the member States of the Organization for Economic Cooperation and Development (OECD) for 5 years:

• when entering the Master's program with Kazakh or Russian language of instruction, they are exempt from the "Foreign Language" (English) testing block ct;

• when applying for doctoral studies, they do not provide international certificates confirming foreign language proficiency in accordance with the pan-European competencies (standards) of foreign language proficiency.

Persons entering doctoral studies in groups of educational programs in the fields of education "Pedagogical Sciences", "Natural Sciences, Mathematics and Statistics", "Information and Communication Technologies", "Engineering, manufacturing and construction industries", as well as training areas "Humanities", "Social Sciences", "Business and Management" they are exempt from entrance exams for a group of educational programs in the presence of an international certificate of passing the standardized Graduate Record Examinations (GRE) test with points, established by the Ministry of Internal Affairs of the Republic of Kazakhstan and reflected in the rules of admission to training.

Passing score for admission to the master's program based on the results of comprehensive testing in accordance with the Scale of the 150-point assessment system for comprehensive testing in the master's program with Kazakh or Russian language of instruction: at least 50 points, including in a foreign language – at least 25 points, according to the profile of a group of educational programs: with the choice of one correct answer – at least 7 points, with the choice of one or more correct answers – at least 7 points, on the test to determine readiness for training – at least 7 points.

The passing score for admission to a master's degree with English as a result of comprehensive testing in accordance with the Scale of the 100-point assessment system for CT in a master's degree with English as a language of instruction: at least 25 points, including the test to determine readiness for training – at least 7 points, according to the profile of the group of educational programs: with by choosing one correct answer – at least 7 points, with the choice of one or more correct answers – at least 7 points.

The passing score for admission to the master's program in groups of educational programs requiring creative preparation, based on the results of comprehensive testing and creative exams in the profile of the group of educational programs: at least 50 points, including in a foreign language – at least 25 points, on the test to determine readiness for learning – at least 7 points and on creative exams – at least 7 points for each creative exam. The maximum number of points for each creative exam is 35 points.

The passing score for admission to the master's program in groups of educational programs requiring knowledge of Arabic, according to the results of the entrance exam in Arabic and CT: at least 50 points, while in Arabic – at least 25 points, according to the profile of the group of educational programs: with the choice of one correct answer – at least 7 points, with by choosing one or more correct answers – at least 7 points, on the test to determine readiness for training – at least 7 points.

Persons who have scored the highest scores in complex testing and (or) the entrance exam and (or) creative exams are enrolled on a competitive basis for training under the state educational order in the magistracy:

• for scientific and pedagogical and specialized master's degree programs with Kazakh or Russian language of instruction, including groups of educational programs requiring creative training - at least 75 points;

• for a master's degree with English as the language of instruction – at least 50 points.

Enrollment of persons in doctoral studies is carried out on the basis of an international certificate confirming proficiency in a foreign language in accordance with the pan-European competencies (standards) of proficiency in a foreign language and according to the results of the entrance exam for the profile of the group of educational programs of doctoral studies. The passing score for enrollment is at least 100 points, including at least 50 points out of a possible 100 points for the entrance exam according to the profile of the group of educational programs.

Persons who have scored at least 75 points out of a possible 100 points for the entrance exam in the profile of a group of educational programs are enrolled for doctoral studies under a state educational order on a competitive basis.

In the case of identical indicators of competitive points, the persons who have the highest score in the profile of the group of the educational program receive the preferential right to enroll in doctoral studies. Then points for essays, points for a test of readiness for learning, scientific achievements corresponding to the profile of the educational program are taken into account: scientific publications, including in rating scientific publications included in the 1st, 2nd quartile according to the Journal Citation Reports of the Clarivate Analytics Web of science database for the last 3 calendar years; certificates of scientific developments; certificates of awarding scientific scholarships, grants; certificates/diplomas for participation in scientific conferences and competitions.

Applicants who have the same indicators of competitive points, at the request of the Admissions Committee, are provided with additional documents to determine the preferential right to enroll in doctoral studies.

The authenticity and validity of the certificates submitted by the applicants are checked by the Admissions Committee. The Admission Committee of the University has the right to refuse to accept a document whose authenticity is not confirmed.

Applicants who wish to participate in the competition for a state educational order at the expense of the local budget submit the following documents to the University Admissions Committee:

1) application (in any form);

2) document on higher/postgraduate education (original);

3) CT certificate and a copy of the certificate of passing the test for programs (if any) and an extract of passing the (creative) exam for groups of educational programs indicating points (if any) (for master's degree);

4) a certificate confirming proficiency in a foreign language in accordance with the pan-European competencies (standards) of proficiency in a foreign language and an extract on passing the entrance exam for groups of educational programs indicating points (for doctoral studies);

5) a copy of the work record (if available);

6) a copy of the identity document.

7) the results of the preliminary selection (for doctoral studies in the field of education "Health and social security (medicine)").

The state educational order competition is held in accordance with the CT scores and/or the entrance (creative) exam for groups of educational programs.

 

Comprehensive testing, creative/entrance exams on the profile of a group of educational programs

Persons entering the master's program take a comprehensive test, including a test in a foreign language (English, German, French), a test on the profile of groups of educational programs, a test to determine readiness for elective study in Kazakh or Russian.

Persons entering the Master's program with English as the language of instruction pass a comprehensive test, including a test on the profile of groups of educational programs in English and a test to determine readiness for elective study in Kazakh or Russian or English.

Persons entering the master's degree program in groups of educational programs requiring knowledge of Arabic, pass an entrance exam in Arabic and a comprehensive test (CT), including a test to determine readiness for training, a test on the profile of groups of educational programs, optionally in Kazakh or Russian.

Persons entering the Master's program in groups of educational programs that require creative training pass:

1. comprehensive testing, including a test in a foreign language (English, German, French by choice), a test to determine readiness for elective study in Kazakh or Russian;

2. two creative exams on the profile of groups of educational programs.

Comprehensive testing is carried out by the National Testing Center of the Ministry of Internal Affairs of the Republic of Kazakhstan at CT points determined by the Ministry of Internal Affairs of the Republic of Kazakhstan. CT is carried out in accordance with the Rules of complex testing approved by the Order of the Ministry of Internal Affairs of the Republic of Kazakhstan dated May 8, 2019 No. 190.

According to the results of comprehensive testing, an electronic certificate is issued, which is confirmed on the website of the National Testing Center of the Ministry of Internal Affairs of the Republic of Kazakhstan.

The entrance exam in Arabic and creative exams for groups of master's degree programs are held at the University.

Persons entering doctoral studies take an entrance exam according to the profile of a group of educational programs. The entrance exam programs include essay topics and questions on the profile of a group of educational programs, which are approved by the Academic Council of the University and posted on the University's website two months before the start of the entrance exams.

The applicant for doctoral studies fills out a questionnaire indicating the full name and group of educational programs and proceeds to writing an essay, passes a test for readiness to study in doctoral studies, answers exam questions on the profile of the group of educational programs selected randomly in writing.

The results of the examination work of the applicant for doctoral studies are sent to the National Testing Center (NTC) and the University. The results of the readiness test for training are processed by the NTC. The examination commissions of the University check the papers according to the individual code of the applicant and send the results of the examination through the information system to the NTC for further publication of the results. The final assessment for the exam is a set of points obtained by summing up the results of the assessment of the essay, the test for readiness to study in doctoral studies, the answer to exam questions on the profile of the group of the educational program.

Examination commissions for admission of creative examinations and entrance examinations to the master's degree in Arabic, entrance examinations to doctoral studies in the profile of a group of educational programs are formed from among highly qualified employees who have an academic degree in the specialties corresponding to the areas of training (candidate, doctor of sciences) or a PhD degree.

To take the entrance exam for groups of educational programs for joint educational programs of doctoral studies, if necessary, by order of the rector of the university, joint subject and appeal commissions are approved, which include full-time teachers of KazNU and representatives of relevant research institutes or organizations of higher and postgraduate education.

The results of the examinations are drawn up by a statement of grades and a protocol of the commission, which are transmitted to the executive secretary of the Admissions Committee. The minutes of the commission are signed by the Chairman and all the members of the commission present.

The results of the exams for applicants to the magistracy are announced by the Admission Committee on the day of their holding. The results of the entrance exams for applicants to doctoral studies are announced by the authorized body in the field of education on the day after the exams.

Retake of exams and comprehensive testing is not allowed.

Within 3 (three) calendar days after the completion of the exams, the Admissions Committee submits to the authorized body in the field of education the final report on the organization and conduct of the exams, as well as copies of the statements on the results of the exams.

Procedure for consideration of appeals

For the period of the exams, in order to comply with the requirements for special /creative exams, entrance exams to master's degree in Arabic, entrance exams to doctoral studies in the profile of a group of educational programs, resolution of controversial issues, protection of the rights of persons passing the relevant exams, by order of the Rector of the University, appeal commissions are created, the composition of which consists of an odd number of members, including its chairman. Members of the examination commissions may not be part of the appeal commissions.

To consider the applications of persons who disagree with the results of comprehensive testing, the Republican Appeals Commission under the Ministry of Internal Affairs of the Republic of Kazakhstan is being created. The Chairman and the composition of the Republican Appeal Commission are approved by the order of the Minister of Science and Higher Education of the Republic of Kazakhstan.

The application for appeal is submitted to the chairman of the appeal commission by the person who passed the exam in person or through the information system.

The Appeals Commission accepts and considers applications from applicants on the content of test (examination) materials and technical reasons.

Applications are accepted until 13.00 hours of the next day after the announcement of the results and are considered by the appeal commission within one day.

The Appeals Commission works with each person individually. If a person fails to appear at a meeting of the appeal commission, his application for appeal is not considered.

The Appeal Commission of the University and (or) the Republican appeal commission make a decision on the application of the person appealing the results of the relevant exam or CT for groups of educational programs of postgraduate education.

The decision of the appeal commission of the University is considered competent if at least two thirds of its members are present at the meeting. The decision on the appeal of disagreement with the results of the exam is made by a majority vote of the members of the commission present. If the votes of the members of the appeal commission are equal, the chairman's vote is decisive. The work of the appeal commission is formalized by a protocol signed by the chairman and all members of the commission present.

The decision of the appeal commission is final.

During the period of examinations and comprehensive testing, representatives of the authorized body in the field of education carry out special monitoring.

The order of admission to the University

Admission to the University is carried out in the format of providing a public service, in which the University acts as a service provider, and applicants as service recipients.

For enrollment, applicants (service recipients) submit to the Admissions Committee (in online or offline format) or through the e-government web portal www.egov.kz (hereinafter referred to as the portal):

- a package of documents provided for in paragraph 8 of the Standard of the state service "Acceptance of documents and enrollment in higher educational institutions for training in educational programs of higher education" for applicants to higher education programs;

- a package of documents provided for in paragraph 8 of the Standard of the state service "Acceptance of documents and enrollment in higher educational institutions for training in educational programs of postgraduate education" for applicants to master's and doctoral programs.

The list of basic requirements for the provision of public services, including the characteristics of the process, form, content and result of the provision of services, as well as other information, taking into account the specifics of the provision of public services, are determined by the Standard of public services.

The employee of the Admission Committee accepts a package of documents, registers them and issues a receipt to the service recipient for the receipt of a package of documents on the day of receipt of the application or, in the case of an incomplete package of documents provided by the service recipient, refuses to accept documents.

In case of contacting the service recipient through the portal, the status of acceptance of a request for a public service is sent to the "personal account", as well as a notification indicating the date and time of receipt of the result of the public service.

The admissions committee checks the completeness of the submitted documents from the moment they are received, in case of incompleteness, prepares a reasoned refusal to further consider the application, which is sent in the form of an electronic document to the applicant in the "personal account" on the portal.

Documents in a foreign language are provided with a notarized translation into Kazakh or Russian.

Documents on education issued by foreign educational organizations undergo the nostrification procedure in accordance with the procedure established by the legislation of the Republic of Kazakhstan after enrollment of persons during the 1st (first) academic period of study.

Persons who have secondary or technical and vocational, post-secondary education of the current year, who have passed the UNT within the prescribed time in accordance with Order No. 204 and have scored a threshold score, submit an application to the rector for admission to the University on a fee basis before receiving a document on general secondary or technical and vocational, post-secondary education.

At the same time, students of graduating grades 11 (12) of secondary education organizations submit an application to the rector or the person acting as his/her duties for admission to the University on a fee basis before receiving a document on general secondary education.

After receiving a document on general secondary or technical and vocational, post-secondary education, applicants submit documents according to the list. Persons who have scored the established threshold points based on the results of entrance tests submit an application to the rector for admission to the University on a fee basis. The UNT certificate, a copy of the transcript signed by an authorized person and sealed are attached to the application.

Persons who have received an electronic certificate of awarding an educational grant of higher education at the expense of the republican budget or the local budget, submit an application for admission and are enrolled in the number of students under the state educational order.

If the service recipient provides a full package of documents, the Admission Committee sends a notification of acceptance of documents for admission to the University.

After receiving the notification, the service recipient submits the original documents to the admissions committee.

The order on enrollment in the contingent of students of the University is issued by the Rector of the University.

Admission to the University is carried out separately according to the educational programs of higher and postgraduate education and language departments. To this end, applicants to the University must register online on the university's website to choose an educational program. In case of formation of a non-complete study group based on the results of registration of applicants, the University reserves the right to re-register the applicant for another educational program.

Persons applying for master's and doctoral studies in joint postgraduate educational programs indicate in the application the name of the relevant joint educational program and submit a letter of recommendation from the relevant research institute.

Citizens of the Republic of Kazakhstan, who enroll on the basis of a state grant, conclude a contract on working out at least 3 (three) years in the order determined by the Government of the Republic of Kazakhstan.

A special tripartite agreement is concluded with persons enrolled for training under a state educational order within the framework of targeted training, the parties to which are the University, the student and the customer of educational services (university or scientific organization).

Enrollment on the basis of paid educational services contracts is carried out by the rector's order on the basis of the protocol of the Admission Committee after the parties conclude an agreement on paid educational services.

In the case of registration of an educational loan issued by second-tier banks, the applicant is enrolled among the University students upon presentation of the relevant certificate from the bank on the documents being considered.

Undeveloped places under the state educational order for doctoral studies, including targeted ones, are returned to the authorized bodies in the field of education, health and culture in the form of an application for further redistribution in the context of groups of educational programs of postgraduate education.

Before the beginning of the academic period (semester), the University organizes an orientation week, during which students enrolled in the 1st year get acquainted with the management of the faculty, curators, advisors, the library, internal regulations and rules of the University, etc. In the future, students are informed through consultations of advisors and announcements on their personal page in the Univer system, as well as meetings of student associations. The main information service for students and their parents to monitor current academic performance is the Univer system, created to support the processes of assessing students' knowledge, conducting exams by computer testing, filling out an electronic log of attendance, current and final control of students' knowledge, etc.
