The main discussion revolved around the implementation within the EAEU of common educational standards for educational programs in public administration. In fact, a heated discussion on this issue was caused by the speech of the associate professor of the Department of Management of KazNU named after al-Farabi Zh.O. Tumbai. In his speech, proceeding from the fundamental principle of the Great Charter of Universities that a university “operates within societies with different organizations, which is a consequence of different geographical and historical conditions, and is an autonomous institution that critically reflects and disseminates culture through research and teaching,” he substantiated the thesis about the inappropriateness of applying general educational standards for educational programs of specialties. Each university in this matter should independently, based on its vision of the needs of employers and market demands, make decisions.

The participants expressed opposing opinions. But during the discussion, proponents of this point of view were in the minority.
