   The beginning of 2023 was marked by the discussion of topical issues of the development of science and innovative technologies within the framework of the international scientific and practical conference, which was held on January 20-21 at the Al-Farabi Kazakh National University. The participants of the section devoted to the problems of legal support of science and innovation discussed a number of topical issues of improving the legislation of modern Kazakhstan in the field of science and technological development. During her speech, Doctor of Law, Professor of KazNU named after al-Farabi Yerkinbayev L.K. She noted that a successful national policy in the field of science and innovation is a condition for ensuring the competitiveness of the country, which requires the creation of favorable conditions of socio-economic, legal and other nature.

     In her report, it was noted that the main driving force of the development of science and innovation is a person, his intellectual resources. In this regard, it is required to legislatively specify the legal status of scientists, researchers, prescribe the life cycle of training these personnel, systematize legal norms in the field of their social support. The existing Law of the Republic of Kazakhstan "On Science" is of a reference nature, it does not give a complete picture of incentives, benefits and preferences for different categories of scientists. At the same time, there are cases when by-laws infringe on the rights of people whose age exceeds 40 years. They are deprived of the right to study in postdoctoral studies, while according to statistics of the Republic of Kazakhstan, they account for more than 60 percent of researchers. Therefore, it is proposed to improve the system of postdoctoral studies in the country, to develop support mechanisms for this age category.

     The issues of financing science in the country require special attention. In this matter, attention should be paid to foreign experience, it is necessary to specify the amount of funding at the level of both the republic and individual regions. There is no uniform practice of allocating financial resources to endowment funds of higher educational institutions. It is proposed to allocate funds from this fund for the training of postgraduate education personnel.

       Modern scientific infrastructure is needed to increase the global competitiveness of domestic science.     In this regard, it is proposed to develop a regulatory Methodology for rating evaluation, the results of which will affect the modernization of the scientific infrastructure of existing scientific organizations, the introduction of corporate governance, flexible financing and managerial independence. It is proposed to define the concept of a "megagrant", within which it is possible to purchase modern equipment and devices for conducting large-scale scientific research within the framework of the funds provided for grant financing, and ways of legal support are proposed.

   The weak interaction of science, business and production has led to the fact that a huge number of scientific results are not in demand and are not implemented in production. The current legislation of the Republic of Kazakhstan does not define the "ecosystem of science", including the "digital ecosystem of science", which requires their elaboration and the use of understandable definitions for the successful commercialization of research results.
