Goal 16: Promote just, peaceful and inclusive societies

On January 20-21, 2023, Al-Farabi Kazakh National University hosted a scientific and practical conference “Development of university science as a necessary condition for the innovative development of Kazakhstan”. Among the participants of the conference were the government representatives and the scientists. So, prof.Baydeldinov Daulet Laikovich (the Dean of the Law Faculty, KazNU named after. al-Farabi, Doctor of Law) presented a speech "Law on Science: politics, current status and ways of development" at the section "Regulatory and legal framework for ensuring scientific and technological development".

Baydeldinov D.L. noted a number problems in the development of science that are associated with a unified approach to the legal regulation of subjects of science in various industries taking into consideration legislation in the development of science, specifically normative legal acts adopted in accordance with the Message of the Head of State K.Zh.Tokaev "Kazakhstan in a new reality: time for action" including the Concept of Kazakhstan science development for 2022-2026. It is obvious that the results of scientific research differ depending on the branches of science. Some of them are subject to patent legislation, others are subject to copyright. So, the legal regulation of the scientific research and the results of scientific activities should differ depending on the branches of science. According to the speaker, it is necessary to codify all normative legal acts in the field of science, and only the adoption of the Code on Science and Scientific Activities, covering the norms regulating social relations in the field of science and education, would solve problems in the state regulation of scientific activity.
