Since 2011, in Kazakhstan, one of the main indicators for assessing the effectiveness of researchers is their publication activity in journals indexed by Scopus. The policy implemented by the government had a positive effect on the growth of the number of publications, however, simultaneously, dishonest practices and the use of questionable journals as channels for publication became widespread. This study identifies how the publication management system at a university in Kazakhstan is changing the publication strategies of its staff. The study was conducted based on the data of the internal rating conducted by Al-Farabi Kazakh National University (KazNU) during 2015–2019. Such data were obtained using an automated publication tracking system based on API Scopus. This study shows that introduction of mechanisms aimed to stimulate publication activity in KazNU had a positive effect on the research productivity, but simultaneously led to attempts to manipulate rating indicators on the part of individual researchers. The introduction of indicators based on the quality and impact metrics of the journals, in turn, positively influenced the publication strategy in terms of choice of journals and decrease of publications in journals with dubious reputations. The study results can be used to develop a strategy for publication activity in a university, especially in developing countries faced with publication inflation, an unprecedented increase in publications in “predatory” journals, and the emergence of dishonest practices aimed at manipulating bibliometric indicators. © 2021, Akadémiai Kiadó, Budapest, Hungary.

This article aims to pattern the problem of systematization of terms in the Turkic languages and teaching technologies in universities. The research was carried out in the spring semester of 2021-2022. The study was carried out with the participation of 352 university students who volunteered for the research in the screening model. In the research, 4-week distance education and Turkic languages and instructional technologies content training were provided to university students. In the study, a measurement tool developed by the researchers was used to know the views of the Turkic languages and instructional technologies to collect data. The analysis of the data was carried out using the SPSS program. Frequency analysis was performed using the t-test, and the results obtained were added to the study accompanied by tables. As a result of the research, it was concluded that the university students systematized the terms in Turkic languages and their educational technology status was also very good.

The problem of studying adjectives with the component "color" has recently become increasingly relevant. The focus of the study is a description of the features of color naming, color perception, as well as color designations in languages of various types. Particular attention is paid to the relationship between color terms and facts of extralinguistic reality. Levon İ. Mirzoyan is an Armenian who worked between 1917 and 1938 to settle and strengthen the Bolshevik administration in Azerbaijan, Kazakhstan and some other regions. Although the study refers to Mirzoyan’s role as an influential actor in the emer-gence of the Nagorno-Karabakh issue, it mainly focuses on his activities in Kazakhstan as the First Secretary of the Kazakhstan Soviet Administration between 1933 and 1938. During the great hunger that emerged in the Golosyokin period many Kazakhs died. Mirzoyan came to the country administration after this disaster. Mirzoyan acted as a hand of compassion that covered the traces of this disaster in Kazakhstan and established close relations with the leaders and people of the country. Mirzoyan later mur-dered or exiled the intellectuals and prominent politicians, whom he had a chance to get acquainted with, by order of Joseph Stalin.

In terms of history, oral cultural products are older, as speech occurred long before writing. Oral cultural products from the past such as epics, poems, plays, folk tales and myths are found in all societies. Since the products of oral culture and literature are always present in the memory of individuals, their formation, use, and application are easier and more affordable in societies that live in the form of nomadic monarchy. For this reason, the oral culture and literature of the Central Asian Turkic people are more diverse and richer than the written cultural products. In this rich oral culture tradition, they have transferred their feelings of love and affection towards motherland, mother, child and lover from generation to generation in the form of various epics, tears and stories. Nomadic Kazakhs, living in harmony with nature, did not lose their cultural and spiritual values neither in natural disasters nor in social-political and economic crises, and they knew the ways to protect them. They have survived to the present day, which have been transmitted for centuries from generation to generation in the form of epics, stories, tales and tears, proverbs, and laments. They have expressed their heroism and prowess in their struggle with survival and difficulties in the steppes of Central Asia in epics and jırs such as Alpamys Batyr, Kobylandy Batyr, and Karasay Batyr. After accepting Islam, religious epics began to be seen among the heroic epics called Kazakh batyr jırs in order to teach the basics and conditions of the religion of Islam, as well as to teach and spread the Sunnah of the Prophet, love and respect towards Him and His companions. Among the religious epics about Allah, love for the Prophet Muhammad (peace and blessings be upon him), Hazrat Ali's battles that instil values such as justice, loyalty, honesty, courage, good morality, the heroism, and sacrifices narrated in cenknāmes were known and told with great love by all Muslims. In the study, the printed copies of Hazrat Ali's cenknāmes (Boztorgay, Dariga Kız, Hazrat Ali Cengi, Kıssa-i Saranbay) and manuscript copies (Salsal and Kıssa-i Risale-i Cenkname-i Şah-i Merdan) by giving examples from texts such as the content, language and genre features, it will be tried to draw attention to the examination and research of these texts. https://www.scopus.com/record/display.uri?eid=2-s2.0-85128959701&origin=resultslist&sort=plf-f

Spatiality and Symbolic Characteristics: Dynamics of Collective Religious Rituals among Sunni Muslims and Russian Orthodox Christians in Kazakhstan during the COVID-19 Pandemic

The article’s purpose is to discuss on a cross-disciplinary plane whether the space’s changing dimension (in terms of social distancing), caused by the COVID-19 pandemic, could affect religious symbols’ characteristics and rituals, leading to new symbolical representation. This is analyzed by addressing the influence of the pandemic on conducting religious practices (Friday Prayer, Namaz, Ramadan, Qurban-ait (Eid al Adha), Sunday Sermon, Easter) among the Sunni Muslims and Russian Orthodox Church believers in Kazakhstan. Theoretically, it seeks to correlate inner dynamics of the typology, or ‘production of space’ vis-à-vis symbolic characteristics and elements of ritual. The proposed hypothesis is that (1) if there is a direct correlation between spatiality and symbols (that are ‘deployed’ in rituals), (2) then change of spatiality can affect the performance of symbol’s each characteristic, and the rituals. The following research methods have been used: online group interview in the religious focus groups differed in religious makeup (Sunni Islamic and Russian Orthodox Church) and thematic analysis. The empirical findings support the hypothesis and show that social distancing triggered the fluctuation and changes pertaining to the figurative quality and perceptibility of the symbol, following the modification of religious rituals and the appearance of a wide range of perceptions, respectively. Though the full-fledged symbolization of the changes of religious rituals due to the pandemic is not the case in today’s Kazakhstan, some elements of new evolving attitude are evident.

2022 The Journal of Social Policy Studies  Studies of women's leadership in Kazakhstan suggest that there are informal leaders who are firmly associated with real activities aimed at solving specific problems of society, especially in the social sphere. The purpose of this article is to identify the factors, characteristics and specific forms of informal female leadership that have influenced the maturation of civil society in Kazakhstan in recent decades, defining the strategies that they use to establish cooperation with decision-making government agencies and individuals. Our hypothesis is that the participation of women activists expands the opportunities and scope of the civil sector in providing assistance to the most vulnerable members of the community, if they use strategies and tools that change the attitudes and approaches of state structures to these social problems. During our case study, as research methods we used observation and analysis of the activities of several women leaders, initiators of social and charitable movements. The primary and secondary sources used were interviews, media materials, and reports on performance results, ongoing projects, as well as official information on a number of issues affecting our theme. We tested the theories of transformational and adaptive leadershipas well as the concept of social capital, put forward by foreign scientists to practice female leadership in Kazakhstan, and concluded that they can be applied with certain adjustments for local conditions. By the last millennium of the twentieth century, phraseology was established as an independent branch of linguistics, and now it is being developed in several directions. One of them is the theory of idioethnic phraseology. This doctrine considers the asymmetry in phraseology and the semantic description of the resulting phraseological units (PhU), the concept of phraseological paradigm (PhP), the “cap” as a phraseological category, and its relationship to phraseological derivation. This paper focuses on phraseological units and the difficulties in teaching students during the corona crisis. We use the World Bank’s data on Kazakhstan (summer 2020), building on the narrative that “the COVID-19 pandemic has a negative impact on the development of human capital not only in Kazakhstan, but all over the world. Uneven access to quality education, especially during the quarantine period, can negatively affect the development of human beings.” Because of said challenges, many educational establishments transferred the education system to distance learning. Teaching languages, especially when teaching phraseology, requires a lot of strength, a good grasp of modern technology, and innovative approaches. The aim of our research is to identify (1) the semantic field of the somatic idioms based on relevant historical and literary texts and (2) viable ways of teaching students during the corona crisis.

Each society has accumulated a certain experience acquired throughout history in the social, economic, political, military and cultural (written, oral, material, spiritual) dimensions. The concept of kinship and relationships are also among the main elements of this accumulation. This is because the concept and relationships of relatives and kinship are directly related to the family, which is the cornerstone of society. The fact that people's lifestyles are different directly affects the perception and understanding of societies. So until 20th cen-tury, the perception and philosophy of life of the Kazakh society that lived a nomadic life may differ from other societies that live in an established way. Since there is no place for an individual and ego-oriented way of life in the life of a nomadic tribe intertwined with nature, the existence of an individual depends on neighbors, relatives and close people and can exist with them. For this reason, each member of society occupies an important position in terms of physical, intellectual, political, economic and military aspects for Kazakhs in their migration to the summer pasture and winter pasture, war and social activities.

Each person, from the moment of birth to the end of his life, performs a number of customs and rituals that carry invaluable meaning. Tradition is the generally accepted rules of behavior that accumulate over the centuries in accordance with the religion and beliefs, lifestyle and national identity of each nation, created by living conditions, patterns of behavior that form in society, separating one cultural group from another in everyday life and regulating social actions. Every society has its own form of life, traditions, customs and believes. Traditions, customs, prohibitions, taboos and rituals occupy a special place in the Kazakhs’ process of educating the younger generation. If we look at the traditions and customs of the Kazakh people, we will see that there are many traditions, customs, prohibitions and rituals associated with the birth of a child. Some rituals begin even before the birth of a baby. This article discusses in detail the traditions performed from the birth of a child to the turn of the age one, and also emphasizes the features and importance of these traditions. In the heritage of Kazakhs connected with raising children, there are many traditions about the family. The traditions of raising a child include educational traditions that have existed since the birth of the child. These are the rules for preparing girls and boys for family formation, survival and work in the future. Traditions shape a person’s behavior from birth to death, his worldview and relationships with others. The rituals such as the lifting newborn baby off the ground and asking for good news takes places after the birth of a child. The child's umbilical cord is cut off by a large and respected woman called kindik sheshe. On the basis of analysis, the authors allocated the component of foreign language professionally discursive competence of future diplomats. Based on communicative tasks and project-based activities, the principles of future diplomats’ foreign language professionally discursive competence formation were developed. A cognitive approach in pedagogics is aimed at the development of the entire set of intellectual abilities and skills and impacts the tuition process along with the ability to be adapted to the new conditions. The survey that allowed to check the effectiveness of this model was conducted. As a result of implementing this model, the structure of the foreign language professionally discursive competence of future diplomats was being formed. This article is a debut comparative study of similarities and differences between the two sub-ethnic diasporas of Koreans residing in the continental part of Russia, Central Asia, and the Sakhalin Island. Based on a wide range of historiographical material, it analyzes the reasons and prerequisites for the formation of asymmetry in the indices of demographic, ethnic, and sociocultural processes among the materikovskie (continental) and the Sakhalin Koreans. The article examines key issues pertaining to the national identity change, loyalty to the historical and actual motherlands, acquisition of new citizenship in the former USSR and contemporary CIS countries. The materikovskie and the Sakhalin Koreans, while of common ethnogenetic origin, used to have more sociocultural differences than similarities at the initial stage of their parallel lives in the Soviet reality. At present, their mentalities have become closer; nevertheless, the division into “us” and “others” still persists. As a result of studying this special system it is possible to explain the cultural bygone of a society and to reveal its peculiarities. Cultural products, traditions and customs, which comprise peculiarities and distinguishing features of every nation are at the same time the medium of physical and spiritual products of culture. Among all these, names for relatives are one of the most important part of this complex system with its rich and deep history, systematic structure, varied descriptions used in international and intercultural relations and with the extremely significant statuses. In this paper, we will explore the reflections and usage characteristics of the concept of family and kinship, which have an important place in protecting the national culture and identity in a rapidly globalizing world, in order to reveal the situation in Kazakhstan more clearly. We also provide some examples of its usage in Turkish culture.

Renewable energy attracts wide attention of world due to high importance and relevance. The study is devoted to this topic and aims to identify critical Project Management (PM) (further PM) knowledge areas those affect efficiency of green energy project, and to reveal PM tools those increase an efficiency. The study investigates 253 high-tech projects from Kazakhstan and compares green energy projects with projects from other industries like Information technologies (further IT), nanotechnologies and communications. Authors use PM Planning Quality (PMPQ) (further PMPQ) model for measuring the efficiency of these projects and for identifying critical factors of efficiency. Results show that IT projects have highest level of efficiency (cost overrun – 12,2%, schedule overrun – 2,8%, project performance – 8,8), when green energy projects show average level of efficiency (cost overrun – 45,13%, schedule overrun – 6,2%, project performance – 7,5). Research findings link these results with use intensity of PM processes. Project efficiency evaluation has also revealed critical knowledge areas for green energy projects like project schedule management, communication management, risk and quality management. In their article “Portraits of Jeju Haenyeo as Models of Empowerment in the Korean Newspaper Maeilshinbo during Japanese Occupation” Seohyeon Lee and Soon-ok Myong analyze the life of Korean women divers, Jeju Haenyeo, portrayed in the news articles of the Maeilshinbo, the only Korean newspaper during Japanese occupation (1910-1945). In the past, the activities of Haenyeo have been considered the cultural product of Jeju Island. However, within a structure of female repression, Confucian feudalism and colonization, the Haenyeo can be seen as emancipatory pioneers and voluntary economic agents, displaying initiative and pro-activeness and protecting their rights and interests by organizing a democratic decision-making body.

 Kazakh Khanate, which competed against Ebu’l-Hayr Khan and Nogay Orda, was established instead of Ak Orda which ruled in vast Euroasian region between 1465-1466. As in every state, the Kazakh Khanate has periods of maturation, development, integration, strengthening, weakening and fragmentation. Among them, the period of power established by Yesim Han is important in Kazakh history. At the end of the 16th century and the first half of the 17th century, the administration system of the Khazak Khanate was fragmented based on tribalism. On the one hand, there was Tursun-khan, who “drank the blood” of his people for his own interests, on the other hand, the Kalmyks (Zhungar, Oirat), who attacked the Kazakh lands and also there was the Bukhara Khanate, which pursued a policy of robbery on the banks of the Syr Darya. In this period, Yesim Khan fought to consolidate all the Kazakh tribes, at the same time to expand their territory and tried to establish a Kazakh national state connected to the center. His struggle turned into a legend among the Kazakh people. In this work we have dealt with the political and cultural life of the folklore sources of the Yesim Khan period Kazakh dynasty, its efforts to unify the Kazakh people, and resistance to the Kalmuk attacks through civil wars. Yesim Khan’s struggle for power, the folklore resources of the Kazakhs living in China, 100 volumes of “Batırlar Jırı”, the sources of the present-day researchers. Most of the relevant information is based on Kazakh and Russian resources. These resources have been compared with each other and results have been evaluated.

This study focused on black saxaul (Haloxylon aphyllum) and tamarisk (Tamarix hispida), which are economically and environmentally important trees in one of the most arid parts of the Aral region. Black saxaul is the main local fuelwood species. However, its extraction was banned after it became critically endangered in the 1990s. Planting this species is now regarded as essential for rehabilitating the Aralkum Desert in light of the Aral Sea crisis. Tamarisk is another fuelwood species that supports local livelihoods. We administered questionnaires among residents in Karateren district and conducted interviews with some residents and with policymakers responsible for regulating forest management. The findings revealed a significantly higher preference for black saxaul than for tamarisk among residents, with a high potential demand for the former. Moreover, some residents observed a decrease in tamarisk biomass, which could accelerate as a result of constant population growth in the study district. We recommend conducting an assessment of logging sites and establishing a feedback system involving local communities to develop risk management that can address future shortages in wood supplies and over logging. Political decision making should also consider the uneven preferences of residents of this region for fuelwood species.

This paper examines the theoretical and research literatures pertaining to culture teaching in foreign language education. The topic of teaching culture has been a matter of considerable interest to language educators and much has been written about the role of culture in foreign language teaching/education over the past decades. The process and result of teaching a foreign language are affected by various factors such as the used approaches, methods, techniques, teachers, learners, motivation, environment, etc. Using the culture of the target language as one of the effective approaches and ways in foreign language teaching/education is not an exception. Bearing in mind that "lingua-cultural competence" is an integral part of "intercultural communicative competence" or vice-versa teachers should create an atmosphere of a real English speaking society or environment through the use of cultural aspects.
