Purpose	The purpose of the educational program is to train managers who are freely oriented not only in the field of economics, but also organizational and managerial activities in the field of state and local government.

Learning outcomes	Upon completion of this program, students are expected to be able to: 1. Apply knowledge of the basics of the legislation of the Republic of Kazakhstan, strategic and program documents of the Republic of Kazakhstan in the development of proposals for the formation and improvement of the state information policy, development and implementation of operational measures to coordinate the work of the mass media to cover current socially significant topics, issues and events. 2. Collect information in accordance with the requests or needs of citizens, conduct business correspondence in a timely and efficient manner, develop draft responses to appeals and letters from citizens, and organize the activities of deputies to review draft laws in working groups and committees. 3. Work in the implementation of the tax policy of the Republic of Kazakhstan with the introduction of management and tax reporting; analyze the attitude of taxpayers to ensuring full and timely receipt of taxes and other mandatory payments to the budget, social payments in accordance with the legislation of the Republic of Kazakhstan. 4. Plan and organize procurement of goods for public needs on a competitive basis, develop drafts of annual procurement plans taking into account the funds allocated for the budget year; plan and organize the preparation and placement of information on public procurement on the web portal of public procurement of the Republic of Kazakhstan; prepare documentation for the announcement for a tender, auction; summarize the results of public procurement. 5. Work with different sources information, heterogeneous statistical and analytical data, analyzing a variety of interacting factors, based on incomplete and / or contradictory information, using the skills of preparing official letters, recommendations, organizing and conducting meetings, conferences, seminars, and using a variety of speech tactics. 6. Apply in practice the well-known principles and economic methods of state property management, making management decisions on budgeting and structure of state (local) assets; use methods of analysis, organization and planning in the field of state and local government, various sources of information to analyze the performance of state and local institutions. 7. Demonstrate knowledge and ability to determine poverty criteria by socio-demographic groups and calculate the cost of living, analyze the calculation of the cost of living, choose macroeconomic methods to explain the functions and activities of the state, using methods of analyzing the economy of the public sector. 8. Develop comprehensive plans for the economic and social development of the country, regions, districts and cities, effective economic management systems in the context of a new quantitative model of the economy and new technological trends in public administration. 9. Organize the provision of high-quality public services to individuals and legal entities; ensure compliance with the law in the activities of public service centers, assisting in the formation of the necessary package of documents and checking the correctness of filling out forms and applications received by the public service center; formulate and develop a culture of interaction between representatives of the state apparatus in the digital space. 10. Use modern methods of project management of national state-owned companies and the quasi-public sector of the country's economy, aimed at timely achievement of high-quality results; development and adoption of comprehensive and effective solutions to achieve the strategic goals of the organization. 11. Create an effective system of economic management, develop programs for the development of the social sphere, agricultural production, assess the economic, social, political conditions and consequences of the implementation of PPP-based state programs and programs for socio-economic development of regions, and recommend effective management tools aimed at implementing the tasks set in the fourth industrial revolution. 12. Formulate relevant conclusions and conclusions in the state, Russian and foreign languages, possess critical analysis skills, demonstrate the ability to overcome stereotypes, readiness to act rationally and independently, guided by scientifically based conclusions, observations and experience obtained as a result of cognitive professional activities, demonstrate the ability to determine the impact of environmental factors on nature, promote a healthy lifestyle, possess sociological knowledge and use methods of sociological research.

Academic activities	The academic activity of the OP is carried out: - with in the framework of the Law of the Republic of Kazakhstan "On Education"; - based on the Standard Rules of Activity of educational organizations implementing educational programs of higher and postgraduate education; - based on the State mandatory standards of higher and postgraduate education; - based on the Standard Rules of admission to educational organizations implementing educational programs of higher and postgraduate education; - based on orders from the Higher School of Economics and Business; - based on educational and methodological complexes for each discipline of the educational program; - based on the educational process plan (academic calendar).
Scientific activity	The research work of students is a continuation and deepening of the educational process and is organized directly at the departments, scientific and design departments of the university, in student scientific and technical associations, etc. The Department of Management of the Higher School of Economics and Business of Al-Farabi Kazakh National University expands the research work of students through annual participation and holding of subject Olympiads, competitions of research works in supervised specialties: " State and Local Government ", "Management". Also, students have the opportunity to participate in student scientific circles of the Department of Management, such as "Top Manager", "Memleket kayratkeri", annually participate in the international conference for students and young scientists "al-Farabi Alemi" within the framework of international Farabi readings, in the international patriotic forum "Men zhastarga senemin!", where they can present innovative projects. All these activities make it possible to start scientific and research activities at early courses, which makes it possible to determine the topic of theses by the final course, which is being developed taking into account the main scientific directions of the Department of Management. Quality assurance (Accreditation, rating, work with employers)	The educational program "6B04101 - State and Local Government"was accredited by the international organization FIBAA - Foundation for International Business Administration Accreditation (2015-2020). In 2021, the educational program successfully passed the accreditation of KazSEE - Kazakhstan Society of Engineering Education (2021-2026). According to the results of the IAAR – 2021 rating, the Independent Accreditation and Rating Agency (NAAR), Al-Farabi Kazakh National University occupies the first place in the republic according to the groups of the OP direction "6B041 Business and Management", which includes the OP "6B04101 - State and Local Government", IQAA-2021 Independent Agency for Quality Assurance in Education –NAOKO) - 1st place, RRA - 2021 Republican Rating Agency (RRA) – 1st place. The department has a Council of employers in the specialty, representatives of companies that are members of this Council participate in annual scientific and methodological conferences, round tables, where they share their vision of training qualified specialists, indicating the competencies that they would like to see in our graduates. Every year, members of the Employers' Council of the department are involved in the development and examination of curricula and curricula of disciplines in the specialty. Upon completion of the internship, employers fill out a questionnaire developed by the Career and Professional Development Center of KazNU in order to identify their opinion on the level of professional training of university graduates and improve the quality of the educational process in accordance with the requirements of the modern labor market.
