Training of PhD doctors with fundamental scientific and professional training, possessing modern theories and innovative methods of public administration, able to formulate and solve modern scientific and practical problems in the field of management on the basis of in-depth study of the theoretical and methodological foundations of strategic analysis of public administration and modern theories and methods of design of management systems, the use of innovative management technologies, to organize and successfully carry out scientific and pedagogical, research and experimental research activities in the field of public administration.

Expected learning outcomes of EP

1. To critically evaluate and use the methodology of research in the field of Economics and management in order to identify current scientific problems and trends in the development of social and economic systems;

2. To develop economic and mathematical models that have sufficient explanatory power for the analysis of economic activity of state enterprises, national companies with the use of modern information technology, software products;

3. Design public policy alternatives, sector / industry development alternatives using methods, survey of experts (brainstorming, Delphi, projection) and target groups (focus groups); research and experiments; generalizations and classification of facts and phenomena; comparative analysis and analogies;

4. To use the results of scientific research to substantiate market trends, strategies of macroeconomic agents ' behavior, to develop effective management decisions at the strategic level, to critically evaluate them and to form proposals for improving state and local governance;

5. To evaluate the effectiveness of public administration, the activities of public authorities using an integral indicator of public administration, methods of assessing the limitations and capabilities of the public administration system, characterized by indicators of the process and performance indicators, methods of qualitative assessment of public policy;  

6. To monitor the most important macroeconomic indicators characterizing the state and development of the world and national economy as a whole, as well as at the level of individual regions of the country, to forecast socio-economic processes;

7. To develop research and development programs in the field of public and local government, to organize the collection of information using quantitative and qualitative methods in order to organize the collection and analysis of empirical data and systematization of the results of research;

8. To apply in practice tools of the state strategic management of economy at its various levels for formation of system of the state planning, development of economic strategy of the state by means of methods of the strategic analysis;

9. To develop plans for the development of the region (sphere/industry) and to carry out continuous monitoring, to compare monitoring data with the goals and criteria of development, to assess the effectiveness and efficiency of the measures taken, using the methods of strategic analysis, methods of diagnosis and calculation of a comprehensive assessment of development;

10. Develop a strategy for digital transformation of the economy and public administration through the use of strategic analysis tools; develop a concept for the digitalization of public services, the introduction of information security in the current structure of public authorities;

11. Develop training courses in the fields of professional activity, including on the basis of the results of theoretical and empirical research, including the preparation of teaching materials, manuals and textbooks; conduct classes in economic disciplines and educational work in the fields of professional activity; conducting research work in an educational organization, including the management of research work of students;

12. Identify and formulate problems of their own development, based on the stages of professional growth and requirements

to formulate goals of professional and personal development, to conduct a dialogue with the wider scientific community and employers about management problems, types, methods, technology of management consulting, the areas of application of these methods and their limitations.

Academic activities

The academic activity of the OP is carried out:

- within the framework of the Law of the Republic of Kazakhstan "On Education";

- in accordance with the mission and development strategy of the University;

- based on the Standard Rules of activity of educational organizations implementing educational programs of higher and postgraduate education;

- based on the State mandatory standards of higher and postgraduate education;

- based on the Rules of the organization of the educational process on credit technology of training;

- based on the Standard Rules of admission to training in educational organizations that implement educational programs of higher and postgraduate education;

- based on educational and methodological complexes for each discipline of the Educational program.

To implement the educational program, the staff of the Department of Management is formed from among experienced professors and associate professors with extensive experience in research and teaching. The teaching staff of the department consists of 7 doctors of economic sciences, 14 candidates of economic sciences and 2 PhD doctors, foreign scientists are also involved in the relevant profile.

The results of scientific research of the faculty of the department are reflected in a large number of publications both in the near and far abroad, including in publications with a non-zero impact factor indexed in the international database of Thomson Reuters and Scopus.

International activities

Doctoral students of the OP "8D04103- State and Local Government" have the opportunity to study and research internship at partner universities, including: University of Sydney (Australia), Prague University of Economics (Czech Republic), University of Exeter (UK), University of Leipzig (Germany), Institute of Management (Canada), Ankara Yildirim Bayezid University (Turkey, Ankara), Altai State University (Russia, Barnaul).

Quality assurance (Accreditation, rating, work with employers)

The education quality assurance system at Al-Farabi Kazakh National University is based on European Standards and Directives of the European Association for Quality Assurance in Higher Education (ENQA).

Monitoring and evaluation of the quality of educational services at the University is carried out by the Center for Accreditation and Quality of Educational Programs.

The educational program "8D04103 - State and Local Administration" has passed the National Specialized accreditation of the Kazakhstan Association of Engineering Education KAZSEE.
