On January 29 of this year, the Committee on Legal Education of the Chamber of Legal Consultants "Kazakhstan Bar Association" (KazBar) held another webinar for the members of this organization and the teaching staff of the department.


The event was moderated by Zabikh Sholpan Arapbaevna, Doctor of Law, Professor of the Department of Civil Law and Civil Procedure, Labor Law of Al-Farabi KazNU, Chairman of the Committee on Legal Education of the Chamber of "Kazakhstan Bar Association" and Eldar Babayev, LL.M., MBA, member of this Committee. This event was held with the support of the Kazakhstan Bar Association and became a platform for providing knowledge to lawyers in various areas of law.
The speaker was the owner and General Director of the personnel holding "Elite" - Oleg Nikolayevich Parakhin, Master of Business Administration (MBA). It is one of the first staffing companies in Kazakhstan, founded in 1997; a lot can be said about the professionalism of its leader. In particular, he successfully defended the first thesis in our country on the topic: “Recruiting services in Kazakhstan business: market development and supplier strategies, using the example of“ Elite ”recruiting company”, is the author of numerous articles on the labor market in Kazakhstan. Also speaker of domestic and international events on the subject of outsourcing of processes for personnel management and outstaffing of personnel, a member of the expert group on amendments to legislation related to the issues of hired labor in Kazakhstan.
Topic “New look of Outstaffing and Outsourcing in Kazakhstan. Legislative innovations in the field of hired labor ”interested a wide audience of practicing lawyers, so there were many participants, despite the fact that the training took place on-line. In general, such topical issues as:

  • Outstaffing and outsourcing concept and history of their origin.
  • General facts and TOP of the main advantages of these technologies.
  • Outstaffing and outsourcing application points in Kazakhstan.
  • Personnel management outsourcing.
  • Preconditions for the creation of regulations governing contingent labor in Kazakhstan.
  • Summary of changes.
  • The main directions of the law.     

 In conclusion, an exchange of views took place; the participants asked the speaker the questions they were interested in, in other words, the range of questions was wide.
