UN Security Council meeting "Universal rejection from nuclear weapons" by initiative of the Republic of Kazakhstan

On  6 December, 2016 at the Department of International Law of the Faculty of International Relations held a business game on the thopic: UN Security Council meeting "Universal rejection from nuclear weapons" by initiative of the Republic of Kazakhstan (dedicated to the Day of the First President of the Republic of Kazakhstan - N.A. Nazarbayev)


Participants: students of 4th  course, specialty of "international law", russian department.

The purpose of the business game:

- mastering the rules of conducting the international conferences and meetings;

- mastering the diplomatic protocol and etiquette by students;

- ability to reason and make recommendations on the subject in accordance with the current position of the state.

Tasks:

1) practical application of the rules and regulations of conducting international conferences, diplomatic protocol and etiquette;

2) improving public speaking skills;

3) improvement of skills of debate and defend their point of view.

Agenda: Questions of total destruction and prohibition on developing nuclear weapons.

The purpose of the meeting: approval of the parties' positions on the issue of the agenda and make a decision in the form of a resolution.

Members of the business game: General Secretary (hereinafter - GS) - Usenbaev B. (student of 4th course) and delegates from 15 countries: Kazakhstan, Russia, USA, China, Japan, Germany, Britain, Switzerland, Brazil, North Korea, Cuba, South Africa, Pakistan, Israel and India. Each country were represented by 3 delegates (students of 4th course).

The procedure of conducting the business game:

1. GS, councils of groups IL-40,42 Maksatova A. and Zhanaeva A. are preparing the audience for the meeting.

2. Each delegation from appropriate country has a head.

2. GS seats in places delegation by the rules of diplomatic protocol, representing the head of each delegation.

3. GS starts the meeting by giving floor to the participants, leads the discussion, preparing the final act of the conference.

4. The representative of each delegation shall report the position of country on the agenda for 3 minutes.

5. After the presentations of delegates GS points controversial issues that delegations begin to discuss. GS announces the time-limit of discussion. He also monitors its implementation.

6. After discussion the GS summarizes and proposes to discuss the final act. Proposals adopted by all participants includes in this act.

7. Participants take a decision on the next meeting if they consider that it is necessary.

8. Announcement of the Final Act and summarizing the meeting results.

In the final part magistrant Zhandosova Zh., associate professor Baimagambetova Z.M. were spoken, who conducted an analysis of the business game on the following criterias:

1) all the rules of the meeting, the rules of diplomatic protocol and etiquette have been complied with;

2) taken a notice the individual features of each country in the context of geopolitics and diplomatic protocol;

3) was opportunity to bring own position to others;

4) discussion was effective;

5) the content of the resolution corresponds to the common interest.

The assessment to the meeting also was given by associate professors Tatarinov D.V. and Dosymbekova M.S.: the purpose of business game is reached, thanked all the participants for their active participation. Best performances and positions of the States have been noted.
