EXTRACT FROM RECOMMENDATIONS
on organization and holding of annual competition of scientific research
works of students of higher educational institutions of the Republic of Kazakhstan


1. General provisions
1. Republican annual competition of research works of students on natural, technical, socio-economic Sciences and Humanities in universities of the Republic of Kazakhstan (hereinafter-NIRS) is conducted annually by the Ministry of education and science of the Republic of Kazakhstan on the basis of higher educational institutions.
2. The main aims and objectives of the NIRS are: promote research and educational-cognitive activity of students; selection and support of most talented and gifted students; promoting the intellectual potential of the Republic of Kazakhstan.
3. the National research competition is held in 3 stages:
1) the first stage is intra – University;
2) the second stage - in basic higher education institutions (UMS);
3) the third (final) stage is Republican.
4. the Dates of the I stage (intra-University) are determined by the order of the rector of the University from October to January 1, the II stage (in basic universities of the UMS) from January to April 1, the III stage (Republican) from April to June.
5.students and student groups of higher educational institutions of the Republic of Kazakhstan can take part in the NIRS competition.
6. independently completed research works of students in priority areas and current problems of natural, technical, social, humanitarian and economic Sciences are submitted to the competition.
2. Participants of the competition of research works of students
7. at the first stage of the competition, students of higher educational institutions in natural, technical, social and humanitarian specialties of higher education can participate on the recommendation of scientific societies or a scientific supervisor.
8. Scientific works of University students in the sections of the competition must be reviewed by third-party organizations. These reviews are attached to the report of the competition Commission of the University. The procedure for submission of works and their consideration by the competition commissions at the II and III stages of the competition.
9. In the I stage of competition RWS (University), the competition Commission of the University, approved by the order of the rector on a competitive basis, selects and sends the best scientific-research work of students in UMS basic universities to participate in the II stage of the competition. The deadline for submission of works is set by postmark.
10. when nominating students ' research papers for participation in the second stage of the competition, the higher education institution sends the following documents to the basic University according to the corresponding section of the competition:
1) scientific work;
2) abstract of the scientific work (Appendix A);
3) review of the supervisor on the degree of independence of the work performed (in any form);
4) information about the author (s) and supervisor (Appendix B);
5) a letter signed by the rector (Vice-rector) on the results of the first stage of the competition or the decision of the Academic Council of the University to nominate a work for the competition, which is formalized in the Protocol (Appendix B).
11. the first copies of students ' scientific papers printed at one and a half intervals are submitted to the competition of the research Institute. The volume of work should not exceed 20-40 pages. Restrictions on the amount of work in the direction of its increase may be changed by basic universities in the sections of the competition. Representation of models and natural exhibits isn't allowed. Drawings and illustrations attached to the work should be arranged on standard-sized sheets. The scientific work may be accompanied by acts (copies of acts) on the implementation of the results of scientific work, copies of patents, scientific articles. Theses, term papers and projects can be submitted to the competition if they have a scientific novelty or provide for the implementation of their results in production or in the educational process.
12.in a separate sealed package, information about the author (s) and the scientific supervisor (s) of the work, as well as a letter signed by the rector (Vice-rector) on the results of the first round of the open competition or the decision of the Academic Council of the University to nominate the work for the R & d competition. If the work is done by a team of authors, the list of authors is presented according to their personal contribution.
13. the Competition Commission of the basic higher education institution at the meeting of the UMS makes a decision by open vote by a majority of votes if there are at least 2/3 of the Commission members at this meeting. If the number of votes is equal, the Chairman's vote is decisive.14. When nominating the best scientific works of students to participate in the III stage of the competition UMS basic institution sends to 2 April the national Commission of the Ministry under the relevant section of the competition, which shall be the minutes of the meeting of the EMC (Appendix G), signed by all its members.
3. The procedure of awarding the winners of Republican competition NIRS
15. The winners of the Republican contest for the best scientific-research work of students, 1st, 2nd, 3rd places, the order of the Ministry of education and science of the Republic of Kazakhstan are awarded with diplomas of Ministry I, II, III degree.
16. The Republican competitive Commission on each section of competition RWS has the right to recommend to rewarding the prize-winners in the following order: for 1 place – diploma of Ministry of education and science of the Republic of Kazakhstan of I degree (no more than one job); for 2 places – diplomas of Ministry of education and science of the Republic of Kazakhstan of II degree (no more than two works); for 3 places – diplomas of Ministry of education and science of the Republic of Kazakhstan of III degree (no more than three works).
17. a Research supervisor, under whose supervision students have completed at least three scientific papers awarded with awards, is awarded a diploma of the Ministry of education and science of the Republic of Kazakhstan.
4. International competitions of students 'research projects
18. based on the results of the Republican competition of research projects, the Republican Commission selects candidates, prize-winners of the competition who took first places to participate in international competitions of students' research projects.
19. The Ministry of education and science of the Republic of Kazakhstan on presentation of the Republican Commission together with the Republican scientific-practical center "Daryn" appoints scientific adviser and head of the national team of Kazakhstan for the training of students and support them in international competitions of student research projects. The supervisor is responsible for the level and quality of the team's training.
20. the Republican scientific and practical center "Daryn" provides registration of exit documents and travel funds for participants and team leaders from the funds allocated by the Republican budget.
