ON 1 Evaluate critically and apply the research methodology in economy and management in order to find out current scientific problems and trends in the social and economic systems’ development;
ON2 Develop economic and mathematical models that possess explanatory power in order to analyze economic activity of public enterprises, national companies with application of modern information technology and software products;
ON 3 Project alternative options of public policy, alternative development of spheres / industry via using expert survey methods ("brainstorming", Delphi, projection methods) and target groups (focus groups); research and experiments; generalization and classification of facts and phenomena; comparative analysis and analogies;
ON 4 Usage of scientific research results in order to justify market trends, strategies of macroeconomic agents' behavior, application of effective management decisions at strategic level, critically evaluation and formation of proposals for improving public and local governance;
ON 5 Assess effectiveness of public administration, activities of public authorities by applying an integral indicator of public administration, methods of assessing the limitations and capabilities of the public administration system, characterized by indicators of the process and performance indicators, methods of qualitative assessment of public policy;

ON 7 Develop research programs in terms of public and local government, organize the data collection via using quantitative and qualitative methods by aiming to organize the collection and analysis of empirical data and systematize the results of conducted research;
ON 8 Apply in practice in state strategic management tools at various levels of state planning system, development of economic strategy of the state with a help of methods of the strategic analysis;
ON 9 Develop plans of region (sphere/industry) and implement constant monitoring, compare monitoring of data with the development goals and criteria, evaluate the effectiveness and outcome of taken measures, using the methods of strategic analysis, diagnosis methods and calculation in comprehensive assessment of its development;
ON 10 Develop digital transformation strategy of the economy and public administration based on usage of strategic analysis tools; develop a concept of public services’ digitalization, the introducing information security in the current structure of public authorities;
ON 11 Develop training courses in the fields of professional activity, including on the basis theoretical and empirical researches’ results, including development of tutorials, teaching materials, manuals and textbooks; provide classes on economic courses and educational work in the fields of professional activity; conducting research work in an educational organization, including the management of research work of students;
ON 12 Identify and formulate of personal development the problems, that are professional growth and the requirements of labor market; goal formulation of professional and personal development, dialogue with the wider scientific community and employers about management problems, types, methods, technology management consulting, areas of application of these methods and their limitations.

- Description: The aim of the discipline - formation of new theoretical knowledge and basic practical skills in the field of strategic analysis.
On a successful completion of this module PhD students have to be capable:
1. develop a strategy for the development of the state;
2. to develop a scheme of strategic analysis, to carry out strategic analysis of the environment on the basis of various methods of management analysis;
3. to determine the most significant factors of micro-and macro-environment of the organization for the application of various methods of strategic analysis;
4. to analyze competitive strategies taking into account factors affecting the situation in the country;
5. conduct a professional and objective analysis of the activities of subjects of public administration.In studying the discipline, the following aspects will be considered: theoretical and practical knowledge of modern theories and approaches in strategic management, strategic vision and mission of the country's development, the content of the economic strategy of the state, strategic goals and their managerial value, mechanisms and methods of public strategic management, strategic analysis in management, types of strategies and their characteristics, strategic analysis of the management environment, methods of modern strategic analysis, analysis of internal and external environment, competitive strategies and competitive advantages of the country, management in conditions of strategic changes.

- Description: The main purpose of "PhD thesis writing and defence": of a doctoral dissertation is the formation of the doctoral students' ability to disclose the content of research work for the defense of the thesis.
During the study of course, doctoral student's should be competent in:
1. to substantiate the content of new scientifically grounded theoretical and experimental results that allow to solve a theoretical or applied problem or are a major achievement in the development of specific scientific directions;
2. explain the assessment of the completeness of the solutions to the tasks assigned, according to the specifics of the professional sphere of activity;
3. they can analyze alternative solutions for solving research and practical problems and assess the prospects for implementing these options;
4. apply the skills of writing scientific texts and presenting them in the form of scientific publications and presentations.
5. to plan and structure the scientific search, clearly highlight the research problem, develop a plan / program and methods for its study, formalize, in accordance with the requirements of the State Educational Establishment, the scientific and qualification work in the form of a thesis for a scientific degree Doctor of Doctor of Philosophy (PhD) on specialty «8D07502 – Standardization and certification (by industry)».

- Description: The aim of the discipline - formation of theoretical and practical knowledge about the principles of management in the transformation and digitalization of the world economy and management.
Upon successful completion of this discipline, doctoral students should be able to:
1. To demonstrate systemic in-depth knowledge of global trends in industrial development in the use of digital economy opportunities to improve the efficiency of public administration;
2. Systematize negative and positive factors of digital transformation, determine the degree of their impact on macro-and microeconomic indicators, on business opportunities and the solution of problems of public and social services;
3. Develop a plan for the digital transformation of state and local government;
4. Develop and implement a strategy for the transformation of state and local government, taking into account the «road map» of the state program «Digital Kazakhstan»;
5. To model the economic situation taking into account technological, behavioral, institutional and legal features of the digital economy.
In studying the discipline, the following aspects will be considered: Introduction to the digital economy, new opportunities for the digital economy to improve the efficiency of public and local governance, processes and mechanisms of development of the digital economy, structural transformation of industries under the influence of the digital economy, mechanisms and implications of the digital economy for the public and corporate sectors, digital economy and high-performance leadership.

- Description: The purpose of the discipline:the development of a doctoral student's professional and communicative competence in the field of written scientific communication related to analytical textual activity.
During the study of course, students should be competent in:
- highlight the concepts and models of writing;
- distinguish between logical and syntactic problems of the academic and scientific text;
- conduct: an analytical review of scientific texts in the modern information space and a stylistic analysis of scientific, scientific, technical and popular science texts;
- carry out semantic analysis of the text and highlight keywords;

4. to analyze the political, economic, legal, social environment in which public administration bodies operate and economic policy is implemented;
5. to make (critical) review of contents of the strategic development plan for Kazakhstan.
In studying the discipline, the following aspects will be considered: theoretical and methodological and applied aspects of the economic policy of the state, the content of the strategic plan of socio-economic development of Kazakhstan, its subsections, economic indicators of the quality of the state strategy, methods of development of strategic plans and long-term strategies, Conceptual and strategic justification of economic policy, priorities of the state economy for the coming period, SWOT–analysis of economic development.
