The event was attended by Kazakhstan State Secretary Yerlan Karin, Minister of Education and Science Askhat Aimagambetov, Chairman of the Board - Rector of Al-Farabi Kazakh National University Zhanseit Tuimebayev, representatives of state bodies, deputies, scientists, experts  and teachers of universities.

Yerlan Karin, State Secretary of the Republic of Kazakhstan, delivered a welcoming speech to the participants of the event. In his speech, he expressed his gratitude to political scientists for their participation in the congress and wished them fruitful work.

"Today's event brought together political scientists from different corners of our country. The programme of the congress of political scientists is substantial. The talk about New Kazakhstan is impossible without consideration of key tendencies in the development of world political and economic processes. The referendum to be held on June 5 will be the beginning of positive changes. Head of State Kassym-Jomart Tokayev has already defined what will be the New Kazakhstan. First of all, fair. The new Kazakhstan means a reset of all sectors. The people will participate in this process and make their choice," said Yerlan Karin.

Welcoming the guests of honour into the university, Zhanseit Tuimebayev, rector of Al-Farabi Kazakh National University, stressed that recommendations formed by the professional community of political scientists should be not only objective but also effective.

"Political scientists, reacting quickly to internal and external political processes, formulate proposals for making effective decisions. Now, political scientists are facing new challenges in terms of theoretical and applied political science. The format of today's meeting allows us to search for and form new meanings and ideas on the issues of the country's development," the rector of the university noted.

In addition, Zhanseit Tuimebayev stressed the importance of the referendum in building New Kazakhstan.

"On June 5 we are waiting for an important historical event - the republican referendum on amendments to the Constitution. In the conditions of the new reality, President Kassym-Jomart Tokayev has set new strategic goals. These tasks will be aimed at transforming the political system and developing civil society. The programme for modernising the country's political system proposed by the President is the result of public demand for radical changes.

There is no doubt that all the amendments to the Basic Law of our country will create a legal basis for the successful implementation of the initiated reforms. We have to make our choice, show our civic position," the Head of the University said.

Also during the plenary session of the X Congress of political scientists Erkin Tukumov, Director of KISI under the President of RK, Serik Seidumanov, General Director of Institute of Philosophy, Political Science and Religious Studies of the Science Committee of the Ministry of Education and Science of RK, Sultan Akimbekov, Director of Asian Studies Institute, Yesenzhol Aliyarov, President of Republican Public Association "Political Studies" spoke.

Then the work of the Congress continued at the sectional meetings where the following topics were discussed: "The Second Republic conceptual bases of political reforms", "Development of party system of Kazakhstan", "Transformation of identification models of Kazakhstan people", "High school of political science condition and problems", "Prospects of political science development in Kazakhstan".

According to the results of the 10th Congress of Political Scientists of Kazakhstan, the package of recommendations will be systematized and directed to the corresponding state bodies as well as the collection of reports will be published.
