The extraordinary appeal to the people of the Head of State Kassym-Jomart Kemelevich in a state of emergency reflects sincere pain, understanding of the aspirations of the people and recognition of the omissions and mistakes of the state apparatus. Back in the message dated September 1, 2021, for the first time in many years, the President of Kazakhstan spoke openly about imitation of economic growth, social well-being of the population, and corruption. In subsequent actions of the authorities, attempts to change the situation were observed. However, society watched how the processes turned around, the punishments of embezzlers were mitigated.

The President admits that the state apparatus did not take into account the accumulated critical mass of economic pressure, causing discontent among the population, and considered that everything “will settle down by itself”. But the protest process was brewing and found support in the aggressive opposition, which used the price of gas as a spark.

The appeal reveals the President's own state position in assessing the unreasonably growing gap between income in power structures and the income of the population: "I believe that the time has come to pay tribute to the people of Kazakhstan and help them on a systematic and regular basis." Emphasizing the importance of the constitutional right of the people to social justice, Head of State K.K. Tokayev told the people: "Today, I am instructing the creation of a public social fund" Kazakhstan Khalkyna "... The government will have to determine the circle of companies and agree with them on the amount of annual contributions to the Fund."

Scientists, teachers cannot create material wealth, make political decisions, but are called upon to identify deep cause-and-effect relationships in the socio-economic system, form knowledge and generate ideas, predict, teach and educate young people.

In this regard, I call on the scientific and pedagogical community to focus research and education on the fundamental problems of the development of society. Discussion of problems and development of constructive unbiased recommendations is the mission of the scientific community.

Remarkable is the statement of the President of the country: "The issue of access to higher education remains a topical issue." In this regard, universities in the regions, the opening of colleges for local businesses and the determination of quotas for graduates for jobs with local employers are very important.

The drastic measures of the President are welcomed by the people of Kazakhstan!

Today's meeting of the Majilis of the Republic of Kazakhstan, the approval of a new prime minister, and, finally, the final speech of the Head of State Kassym-Jomart Tokayev - draw the line of state, political, socio-economic certainty in a far from simple situation that Kazakhstanis faced in the first decade new year 2022. This is not the first time we are facing crisis upheavals that begin in Zhanaozen or in other cities and towns, but are necessarily most acutely felt in our southern capital. For them, Kazakh officials, the highest bureaucracy and law enforcement agencies always have one answer prepared - destructive elements, drug addicts, etc. In many respects, there is no analysis of why this happened, where are the roots of popular discontent, the overwhelming majority of which is expressed by Kazakhstani youth. For a healthy part of our public, they have been known for a long time due to their periodic recurrence and narrow-mindedness.

Our citizens, patriots of Kazakhstan, who were expecting a serious and objective analysis of the causes and consequences of the January events that took place everywhere in all regions and regions of the republic, today received a real answer from our President. Many of us, Kazakhstanis, were attracted by his open address to the people that he, not being afraid and not hiding behind the old proven slogans and clichés, openly admitted that the government, state bodies missed a lot in terms of the parameters of our national security and economic sovereignty. The President indicated a well-thought-out program for overcoming this crisis with a specific rationale for economic and social measures, overcoming the exorbitant stratification of Kazakhstani society through the fault of our domestic oligarchs, quasi-state holdings and companies pursuing only their own selfish interests that are incompatible with national ones.

Fully supporting the initiatives of K-Zh. Tokaev, I wish everyone their implementation. I believe that the achievement of this grandiose task in the new conditions is possible only with a new team of the President, who understands the aspirations of our people. The former one, which allowed this terrible crisis, will only slow down our progress. The initiativeless, soulless and other officials must leave, clearing the way for the honest and worthy.

We must not lose the pace of our economic development, it is necessary to take our rightful place in the world community with our natural wealth, human capital. We are no worse than Saudi Arabia, the United Arab Emirates or Qatar.

The tragic events of recent days in our country, which led to human casualties and chaos, echoed with pain in the heart of every Kazakhstani. The accumulated problems in society, social inequality caused mass demonstrations, which were used by the destructive elements who attempted to carry out a coup d'état. At this difficult time for the country, President K.K. In his keynote speech in Parliament, he announced the main tasks for the near future in various aspects of the social sphere, including in the field of education, focusing on the training of high-quality engineering personnel for industry, the opening of 5 branches of advanced technical universities in Russia. After the tragic events that took place in Kazakhstan, the President of the Republic of Kazakhstan K.K.Tokayev spoke in the Mazhilis of the Parliament. This tragic event was the impetus to talk about the Program of Action for the Future. Very important aspects of the functioning of our Government were touched upon. It is gratifying to note that the bureaucratic apparatus was reduced by 15%, that when recruiting personnel, it is necessary to follow the principle of meritocracy and give young professionals the opportunity to occupy government positions and remove uninitiated figures. It is also important that the process of debureaucratization needs to be launched, there must be a connection with the people.

The issue of measures to reduce poverty and social inequality was also raised. It is important that the Head of State also said that young people, mostly rural, cannot find a job, have no real chances to get a higher education, are left without housing and livelihoods, and in order to survive, they are able to break the law. It was also noted that the Social Code was developed, aimed at improving the well-being of the people.

For us, representatives of the education system, it is very pleasant to hear that special attention will be paid to quality education, in particular, to the teachers of “Mұgalim – mekteptin zhuregi”.

But at the same time, the President focuses on the need to move away from humanitarian areas and pay special attention to the training of technical specialists and engineers. It is impossible not to mention the fact that the national fund is a people's fund functioning under the motto "Kazakhstan khalkyna".

Let's build a New Kazakhstan

The year 2021 passed under the sign of the 30th anniversary of the Independence of our Republic. All the people celebrated the wonderful anniversary of our multinational state. During the years of independence, we have achieved significant success in all areas. Every citizen of Kazakhstan could proudly celebrate the successes and achievements of our Republic.

But at the beginning of the New Year 2022, for the first time in history, Kazakhstan faced armed aggression from international terrorism. “It was a manifestation of deliberate evil… their goal was to realize their cruel intentions,” President K-J said. Tokaev.

This was unexpected for Kazakhstan, a peaceful and independent state. Almaty, like other cities of Kazakhstan, became the object of terrorist aggression. It was impossible to watch footage of the pogrom of our city without pain. Almaty found itself in the thick of the events of the tragic January days.

These days our President faced acute questions. Why did the state “overslept” the presence of sleeping cells of militants and the activities of their command post; there are so many illegal weapons and special equipment on the territory of our country; was undercover work carried out to identify and neutralize adherents of terrorism? All these questions will be answered.

At such a critical moment for the state, the President of Kazakhstan, K-Zh. Tokayev set the task of protecting the citizens of Kazakhstan, the constitutional order and sovereignty from threats of any nature and scale as effectively as possible.

In his speech, the Head of State noted that it is necessary to rethink this situation in order to prevent its recurrence. He covered many problematic issues of the country's development in difficult conditions in the life of our state. He noted that in accordance with the challenges of the time and the realities of reality, it is necessary to reorient the economy, politics, socio-cultural life of the country.

Of course, special attention was paid to the reform of the law enforcement system, the effectiveness of the work of state bodies that ensure security and stability in the country, and the fundamental reorganization of the entire national security system in order to be ready to withstand all-out terrorist attacks.

A significant place in the President's speech is occupied by solutions to problematic issues of education in general, the cultural and educational component of development.

He focuses on improving the efficiency of higher education, its competitiveness with the priority development of technical education. “Educated citizens are more competitive across the country, have more chances for success and a decent life,” President K-Zh said. Tokaev. The most important factor in the development of the whole society is increasing access to quality education. Therefore, he believes that special attention should be paid to the allocation of targeted grants for young people from densely populated regions of the country, as well as increasing the competitiveness of universities.

In general, the President's speech reflected almost all the expectations and moods of the Kazakh society in recent days, and this speech can be regarded as a policy document for solving many problematic issues of development and building a new Kazakhstan in difficult conditions.

In the tasks assigned to the new composition of the Government of the Republic of Kazakhstan, President K-Zh. The experience of developed countries suggests the following effective methods for solving these problems. This is the election of heads of local bodies by the population (akims of all levels) and the improvement of the professionalism of civil servants on the basis of the principle of continuous self-training / training, and then the constant improvement of the legal framework and transparency in the work of all local bodies, as well as ensuring their accountability to local representative bodies - maslikhats.

Every citizen of Kazakhstan listened with great attention to the speech of the President of the Republic of Kazakhstan Kossym-Jomart Tokayev on January 11, 2022 regarding the terrorist attacks organized by the international gang. In these tragic days, our President demonstrated great courage, timeliness and efficiency of all decisions, he fully assumed responsibility for his historic mission.

The speech of the Head of State was listened to with deep understanding and full approval by every citizen of Kazakhstan. The President’s speech was heartfelt and frank, demonstrated a multilateral and detailed analysis of the current situation at the beginning of 2022, and honestly and transparently outlined the problems that have accumulated in society. And most importantly, specific priorities and tasks of the state in the new realities were identified, changes aimed at strengthening the sovereignty and national security of the country, peace and harmony, and the creation of a "hearing" state. A cardinal transformation is ahead in all spheres of our society, in economic, managerial, social and others.
