1. General characteristics of the educational program

1.1 Purpose and mission of the EP

The purpose of the EP is to prepare a specialist in the field of public administration, possessing in-depth knowledge of the administration of public service, who professionally speak foreign languages;   a specialist who knows how to analyze and manage documents of public institutions, able to perform the functions of an official of public services, a specialist in the field of providing services to the state apparatus, who is able to conduct clerical work on ensuring the status of a public servant.

The mission of the EP is to prepare bachelors with fundamental basic knowledge in the field of civil service that meets the requirements of modern professional standards, increasing the efficiency of demand for the fulfillment of direct obligations of civil servants.

1.2 The main indicators of EP

The standard term for the development of the undergraduate educational program in the specialty 6B042__ - “Public service” is 4 years (for full-time study). The complexity of the educational program of the bachelor degree in the specialty 6B042__ - “Public service” is 153 credit units. The volume of full-time undergraduate programs, implemented in one academic year, is 18-19 credit units. The program is built on a budgetary and fee-based basis, is practice-oriented in nature, taught in Kazakh and Russian with the inclusion of subjects taught in English in the basic curriculum. Awarded qualifications: bachelor of law in the specialty 6B042__ - “Public service”. The curriculum of the educational program fully complies with the basic curriculum in the specialty 6B042__ - “Public service”.

1.3 Brief description of the EP.

The educational program in the specialty 6B042__ - “Public service” regulates the objectives, expected results, content, conditions and technologies for the implementation of the educational process, assessment of the quality of student training. EP is carried out on the basis of the curriculum, which is formed on the basis of the modular principle, on the basis of the competence approach. The plan displays a logical sequence of learning cycles and disciplines, as well as practices that ensure the formation of relevant competencies. The modules are grouped into blocks of general education, basic, profiling disciplines, including mandatory (defined by the Typical specialty curriculum) and elective components. The component of choice is formed on the basis of professional standards of advanced countries in the provision of public service. The undergraduate education program is designed to train qualified workers who are able to perform professional functions of civil servants of state authorities, specialist in the provision of PSC services, state enterprises and organizations (firms, companies, institutions) engaged in foreign economic activity.

EP is aimed at the formation of graduates of general cultural and professional competencies necessary for successful activity and prepared for independent research, organizational and management activities. The trainee in Public Service “Public Service” should master the professional Kazakh (Russian) languages, professionally oriented foreign language, information technology and records management, know and apply labor laws, procedures for entering and passing public service, have skills in customs and tax administration, customs tariff and non-tariff regulation, implementation of fiscal, law enforcement, control activities of customs authorities, vatsya in international trade and customs relations.

Interpret the basic legal concepts, the essence, as well as the legal framework of public service; principles of organization and activities of public authorities and public administration, as well as patterns and trends of their development; to classify the basic rights and freedoms of a person and a citizen, objects and subjects of government, to distinguish between types of legal relations, to determine the measure of responsibility; explain civil law transactions arising in the public service, scientific and practical problems in the field of legal regulation of property and personal non-property rights;

- to characterize the features of the foundations of the state system of the Republic of Kazakhstan; the relationship and features of government and local government; explain the stages of the legislative process;

2. To determine the general patterns of emergence, functioning and development of the state and law, to understand the conceptual and categorical apparatus of the state and law, principles of organization and conduct of the electoral system, referendum, the basis of the legal status of an individual in the Republic of Kazakhstan; understand the pluralism of opinions and ideas about the state and law in history, explain the modern aspects of the concept and the political and legal practice of social interactions, predict their origin and development; to characterize the forms and methods of the legal framework for countering corruption, the method of legal analysis of legislation on public service; use modern methods of making and implementing organizational and management decisions, monitoring and evaluating personnel in accordance with the duties, methods of legal analysis of legislation on public service, etc.

3.Determine the place and role of executive bodies in the system of state bodies; explain state functions in the constitutional legal and economic sphere, official powers in the field of public administration and the essence of public service; to characterize the legal framework for the regulation of public service; the order of receipt, passage and termination of public service;

4.Use the conceptual apparatus, apply criminal law, civil law and procedural rules, conduct administrative and constitutional proceedings, conduct the collection, measurement, monitoring and analysis of mass statistical data; apply procedural actions in the field of public administration, legal proceedings, state and legal norms in the activities of state bodies, local governments, public associations; choose specific norms to apply and implement the latest legislation of the Republic of Kazakhstan, methods of protecting and ensuring the rights and freedoms of citizens, interpret and apply generally accepted norms of international law, draw up protocols, treaties, draft laws and draft legal acts, draft expert opinions.

5.To analyze the features of the construction and functioning of the highest authorities and administration in the Republic of Kazakhstan, the influence of internal political, foreign policy and economic factors on the security of the state; to compare legislation on the state service of different countries, to establish the specific features of constitutional proceedings in the Constitutional Council.

6. Differentiate the positive and negative aspects of the development of constitutional, administrative, criminal and civil, labor laws in different countries, argue their own point of view when drawing up expert opinions to the Constitutional Council, courts and other state bodies, evaluate the reforms carried out in the state system. management and public service, to summarize the practice of courts, constitutional proceedings, the activities of state and municipal services, bodies for the protection of human rights and freedoms, data of international legal experience in the fight against corruption.

Interpret the situation of current legislation and explain, choose the right model of behavior in accordance with the code of public servants, analyze socially significant problems and processes, integrate knowledge and cope with complex issues arising in the process of state regulation of financial activities;

9. Choose the right decisions and take legal actions in strict accordance with the law,

solve legal problems arising in the sphere of state power and administration

to organize projects to develop problems of the administrative-territorial structure of the Republic of Kazakhstan, to improve the organization and activities of forensic and forensic examinations;

10. To evaluate the norms of legislation in the field of constitutional, administrative and legal relations that are important in law enforcement practice and in the professional activities of a lawyer; predict the main trends in the development of public administration and self-government in the Republic of Kazakhstan and the main directions for improving the activity of the law enforcement agencies of the Republic of Kazakhstan. 3. Analysis and needs of the labor market for graduates of this EP

The demand for graduates of educational institutions in the labor market is one of the most important indicators of the effectiveness of education. The main employers of graduates of the specialty “6B042__ -“PUBLIC SERVICE”” are the state bodies of the Republic of Kazakhstan and its structural subdivisions, organizations carrying out executive work. Graduates of the EP work in the public service of the Republic of Kazakhstan, specialists and leading specialists of public administrative services.

4. Spheres of professional activity of graduate of EP

4.1 Planned areas of graduate professional activity.

The scope of professional activity of bachelors includes:

A - Presidential Administration;

B - apparatuses of constitutional state bodies representing all branches of government;

С - state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, central executive bodies;

D - apparatuses of maslikhats and akims;

E - local executive bodies.

4.2 Types of professional activity for which the graduate of the EP mainly prepares.

The bachelor in the direction of training in the specialty "6B042__ -" Public service "" is preparing for the following types of professional activity:

- Specialist in the Presidential Administration of the Republic of Kazakhstan;

- Head of the structural unit of the apparatus of state authorities;

- specialist of the central executive authorities;

- a specialist of maslikhats and akimats, as well as local executive bodies of the Republic of Kazakhstan;

The undergraduate program is formed by the organization depending on the types of educational activities and the requirements for the results of the development of an educational program focused on research and teaching professional activities.

5. Description of the benefits and features of the EP in terms of positioning in the educational market

EP is one of the best educational programs in Kazakhstan in the field of "Jurisprudence" on the demand for graduates in the labor market, the number of winners and prize winners, the average score of UNT. The specialty program “6B04 -“ Public service ”” corresponds to the international ones. The graduating department is the Department of Theory and History of State and Law, Constitutional and Administrative Law, which was formed as a result of the university transitioning to the rank of research, which meets international requirements and is determined by the rules dictated by the modern educational and scientific environment. OP disciplines are taught by well-known professors and academicians: 29 doctors of law, 50 candidates of law and 15 doctors of PhD, including 15 winners of the grant “The best teacher of the university”, 10 winners of state scientific scholarships for talented young scientists, 7 winners of state awards. Teaching is also carried out by foreign professors and practitioners. The main areas of scientific activity (problems of the state revenue service, problems of customs and transport logistics, problems of customs and tariff regulation, etc.) are determined by the implementation of research projects funded by the Ministry of Education and Science of the Republic of Kazakhstan, the implementation of research projects funded from other sources, the organization of scientific conferences and theoretical seminars, preparation and publication of monographs, scientific articles and reports, dissertation research, organization of scientific research Yale work of students, undergraduates and graduate students, the implementation of scientific relations with domestic and foreign research centers and universities. The best modern educational methods are used in teaching, among which are game litigations, business games, trainings, as well as a combination of individual and teamwork. Regardless of the form of study, students have the opportunity to receive various types of scholarships. 6. Requirements for applicants

The program attracts a fairly wide range of applicants. Competitive selection for admission to the undergraduate "6B042 -" Public Service "" is carried out on the basis of the examination by the examination commission of UNT points, the results of entrance examinations in the disciplines: "History" and "Man, society and law" Every year, the selection committee sets the minimum number of points for each subject, confirming the successful completion of the entrance test. The selection committee shall enroll on the basis of the conclusion of the examination committee. Some applicants are credited to the program based on the results of the Olympics for schoolchildren. An important requirement for an entrant is the idea of ​​the main stages of the modern history of the progressive development of the statehood of Kazakhstan in the context of the world and Eurasian historical process, understanding and awareness of the role and significance of their future profession.
