The title of the scientific program: The role of Kazakhstan in deepening regional integration of CA countries and its sustainable development goals within modern global trends

The program purpose is to develop mechanism for deepening CA economic integration for positioning region as major player in the world market, to assess Kazakhstan competitive position, to determine goals of the country's sustainable development to achieve the leading role in the region within the modern global trends.

Estimated start and end date of the research program, its duration in months. 01.10.2022 – 31.12.2024, 24 months

Purpose of the program is to develop mechanism for deepening CA economic integration for positioning region as major player in the world market, to assess Kazakhstan competitive position, to determine goals of the country's sustainable development to achieve the leading role in the region within the modern global trends

Program objectives.

The objectives of the program are aimed at revealing the following problems stated in the project:

  • - comparative analysis of the global competitiveness of the economies of the Central Asian countries; obtaining an idea of the place of states in the competition for world markets, identifying the ability of countries and its institutions to ensure sustainable growth rates;
  • - analysis of the state, trends, internal contradictions and external factors in the development of the economies of states; identifying the strengths and weaknesses of the economies, identifying common ground for cooperation between countries;
  • - study of the integration potential of Kazakhstan and Kyrgyzstan within the framework of the EAEU, the possibility of joining this union of Tajikistan, Turkmenistan, and Uzbekistan;
  • - studying the institutional aspects of deepening cooperation between the Central Asian countries in the field of capital markets, labor markets, goods and services. Study of countries' development institutions: assessment of the degree of state and market regulation of economies, ease of doing business, use of absolute and comparative advantages.
  • - study of the state of cross-border trade and logistics; assessment of the possibility of optimizing trade and transport routes and building the concept of a logistics hub within the framework of the Great Silk Road.
  • - analysis of the industrial potential of countries, identification of industries that are most suitable for creating innovative integrated structures within the Central Asian region in the form of complete redistribution in order to increase gross value added;
  • - research of the conjuncture of the market of agricultural products of the countries; conducting marketing research of the agricultural market; selection of the range of agricultural products, options for processing them into a finished product in order to create a production chain within the framework of cooperation between entrepreneurs from the Central Asian countries;
  • - analysis of the financial system of countries; substantiation of effective interaction of states in the field of finance; search for ways of regional cooperation on the basis of the Astana International Financial Center (AIFC) to attract investment in each country and the Central Asian region as a whole; studying the prospects for integrating individual sectors of the region's financial market into the global capital market.
  • - review of water and energy problems of the Central Asian region; studying the opinions of specialists on ways to solve the water problems of the region from the point of view of global climate change and land desertification; accumulation of existing points of view on the problem and an attempt to determine the contour of the Water-Energy Consortium. Development of mechanisms for improving cooperation in the field of transboundary water resources and the environment;
  • - analysis of social indicators of countries' development (standard of living, incomes, social assistance, state participation in solving social problems, etc.); issuing recommendations on leveling the level of socio-economic development of the population of the Central Asian states, determining areas of assistance through the organization of consultations and exchange of experience between countries;
  • - international legal regulation of the spheres of economic interaction between the Central Asian countries. Studying the international experience of economic integration of the countries of the European Union, Asia-Pacific, NAFTA; identifying factors that determine the success of economic integration; drawing up a report on the experience of integration of the avant-garde countries and the possibility of using it;
  • - formulation of the most important parameters characterizing the leadership of Kazakhstan in the region, determining the parameters of sustainable development, achieving competitive advantages by the country through the diffusion of innovations, the transition of the main sectors of the economy to a new technological order;
  • - definition of the Vision, Strategy and Mechanism of economic interaction between the Central Asian countries; substantiation of the need for regional unity of states in order to obtain competitive advantages in the world market and increase the investment attractiveness of the integrated economic space;
  • - development of mechanisms that contribute to strengthening interaction in the region, recommendations for increasing the resilience of economies to regional vulnerabilities, formulating proposals for strengthening the financial markets of countries for the entry of national capital into the global market as a representative of a single major financial player in the region;
  • - development of recommendations on the economic integration of the Central Asian countries, the entry of new countries into the EAEU (Uzbekistan, Turkmenistan, Tajikistan);
  • - analysis and forecast of prospects for deepening economic cooperation between the Central Asian countries and the Russian Federation, development of proposals for establishing cooperation at a higher level.
  • - analysis of the current state of cooperation between the Central Asian countries and the PRC, forecasting the prospects for expanding economic ties within the framework of the Great Silk Road;
  • - establishing closer ties with the CIS countries Azerbaijan, Georgia, Turkey, Iran, Afghanistan, Pakistan, drawing up proposals for the creation of free trade zones with these countries;
  • - development of organizational and legal forms of economic interaction between the Central Asian countries, drawing up a possible scenario for the development of cooperation between states in the medium term.

Baizakova studied International Relations, both bachelor and post-doctoral degrees at the Al Farabi Kazakh National University. She completed her MSc in International Security and Global Governance at Birkbeck College, University of London. Her research areas include regional security of Central Asia, Afghanistan and regional connectivity issues. She is also Senior Fellow at the Institute for Security and Cooperation Studies of the Kazakh National University.
