1.1 Purpose of the EP

Training of qualified personnel for forensic activities of the Republic of Kazakhstan. The educational program is drawn up in accordance with the qualification requirements for forensic examination. "Forensic traceological expertise"; "Forensic ballistics", the Program directed on formation of a professiogram of the specialist, capable of:

-         to conduct forensic study on the types of expertise "Judicial technical expertise"; "Forensic ballistics»;

-         to evaluate the results of their own research and determine their significance in the system of evidence;

-         integrate the achievements of science in the methods of expert research, undergo testing and implement in expert practice;

-         independently carry out scientific research of theoretical and applied nature for the development of this field of expertise;

-         to build its own program of further training and research activities.

Educational program for specialty FORENSIC EXAMINATION

is unparalleled, for the first time is entered in the register of educational programs of the Republic of Kazakhstan.

The faculty has the following laboratories and research centers to implement the educational program:

1. Center of problems of fight against crime

2. Center of forensic examination at the Department of criminal law, criminal procedure and criminology.

 

Human resources: the Teaching staff of 90 people is concentrated in four departments. Among the teachers, academician of NAS RK, doctor of law.N., Professor S. S. sartaev, famous scientists D. Yu.N., Professor – 20; K. Yu.N., associate Professor – 48 people; PhD in the specialty "Jurisprudence" - 14 people.    

The learning process is carried out in three languages, using the latest techniques.

Active participation in the training of graduate students representatives of employers: tsse of the justice Ministry and the interior Ministry.

Undergraduates take an active part in the implementation of research funded by the Ministry of Education of the Republic of Kazakhstan, in the following areas: criminal law and criminology, etc. Also undergraduates take part in the implementation of research projects funded from other sources, in the organization of scientific conferences and theoretical seminars, preparation and publication of monographs, scientific articles and reports. During the preparation of dissertation research undergraduates go abroad to work in the scientific libraries of leading foreign research centers and universities.

- Forensic laboratories of law enforcement agencies of the Republic of Kazakhstan;

Academic mobility

Annually studying undergraduates, doctoral students in the specialty 7M04–Law have the opportunity to go on scientific training in the leading universities of the world for three months. There are agreements on mutual cooperation in doctoral training with universities of the Russian Federation, China, South Korea, USA, France, Germany, great Britain and Poland. Scientific consultants of doctoral students are the leading scientists of Kazakhstan and foreign countries.   Foreign scientific consultants come to the Treasury. al-Farabi on consultation and conducting training sessions during the semester.

to prove distinctive features of criminalistics forensic examination as one of forms of use of special knowledge and as a source of proofs;

to explain the bases of appointment and conducting criminalistic forensic examination,

to prove the rights and duties of the court expert when conducting forensic examination;

substantiate the structure of the expert opinion and its evidentiary value;

 

explain the research methodology of objects of trasology, forensic ballistics (technical research of documents, handwriting) as the integration of knowledge from different areas of science, technology;

demonstrate an understanding of the patterns of reflection of information about the offense in the objects of the material world - in traces, on the components of a firearm, in the details of document blanks, in handwritten notes, signatures, executed in documents-material evidence;

to reveal the regularities of the properties of objects of trasology, judicial ballistics (technical research of documents, handwriting);

explain the specifics of the methodology for solving questions about the individual identity of objects of trasology, judicial ballistics (technical research of documents, handwriting);

explain the possibilities of instrumental methods;

 

demonstrate the scientific and methodological foundations of the study of trasological traces, the objects of forensic ballistic examination;

explain the psycho-physiological basis of the formation of writing and motor skills, the classification of signs of handwriting, scientific and methodological foundations of the study of handwriting;

demonstrate the technology of manufacturing forms of documents and other details;

demonstrate methods of research objects trasological examination;

demonstrate methods of research of the objects of forensic ballistic examination;

demonstrate methods of research objects forensic technical examination of documents;

demonstrate techniques for the study of forensic handwriting expertise;

 

systematize the regulatory legal acts in accordance with the principles of organization and functions, tasks of expert activities in the Republic of Kazakhstan;

demonstrate legal and procedural guarantees of credibility, scientific validity, etc. the production of forensic examinations;

show the classification of forensic examinations and highlight the procedural features of complex, repeated and other examinations;

analyze the decisions, definitions and classify the factual, procedural grounds for the appointment of a trasological examination, a forensic ballistic examination, (technical examination of documents, handwriting examination);

to assess the rights and duties of a forensic expert during a tracological examination, a forensic ballistic examination, (technical examination of documents, handwriting examination);

write an expert opinion in solving the problem of identification using papillary patterns, etc.

 

make a set of research methods for objects of trasology, forensic ballistics (technical research of documents, handwriting);

highlight general scientific methods and show to decide which issues they apply;

summarize the methods borrowed from the natural sciences, and draw up a list of the necessary technical and forensic tools;

compare the methodology for solving identification issues with the methodology for solving non-identification issues, show their differences;

demonstrate the use of a light microscope, a binocular microscope, a comparative microscope, an optical overlay device;

 

conduct experiments on the reflection on the environment of trasological traces (hands, shoes, teeth, tread, etc.), to investigate and identify signs;

to apply the method of human identification by papillary patterns of the fingers, legs, teeth;

to apply the method of determining the type of hacking tool, etc .;

to apply the method of identification of hacking tools, tools by their tracks, etc .;

to carry out experiments on the reflection on the environment and on the components of the cartridge traces in the production of the shot, to investigate and highlight the signs;

to apply methods for determining the operability of firearms, the method of manufacturing weapons, the possibility of spontaneous shot and other classification, diagnostic, situational tasks of ballistic examination;

apply the method of identification of firearms on the traces of bullets, sleeves;

 

to apply the method of determining the operability of firearms;

conduct experiments to determine the spontaneous shot;

to apply shoe identification techniques;

to apply diagnostic techniques for locks, seals and other examination tasks;

to apply methods of identifying a person by teeth marks;

 

to participate in research activities, including in the context of self-selected, theoretically and practically significant, demanded by judicial and investigative practices;

engage in innovative educational activities in the aspect of the necessary organization and implementation of self-learning and learning;

1. to differentiate a criminal offense from others, to determine the composition of the criminal offense, crime;

2. to understand the essence of the concept of guilt, to know its forms and types,  

3. know the types of criminal punishment, understand the purpose of its application, etc.;

4. explain the types of legal proceedings under the Kazakh legislation;

5. understand the objectives, goals of criminal, civil proceedings, administrative proceedings, know the objectives of each stage of the proceedings;

6. know the legal status of each of the participants in the process, etc.;

7. interpret the criminalistic characteristics of crimes;

8. possess forensic techniques of collecting material traces, to know the possibility of traces of the crime in establishing the circumstances of the cases, etc.

Admission rules: Professional education - master's degree is carried out on the basis of higher (bachelor) education.
