1.1 Purpose and mission of the EP

Mission: Formation of personnel potential – highly qualified specialists competitive in the domestic and international labor market in accordance with their needs and development prospects of the country and region

The purpose: Training of highly qualified specialists with in-depth competencies in the field of customs, professional knowledge of foreign languages; able to implement management functions in customs authorities and organizations engaged in foreign economic activity; analyze and manage the movement of goods across the customs border; carry out pedagogical, research and legislative activities using professional knowledge and modern technologies.

1.3 Brief description of the EP.

The educational program of the specialty “8D042__ - Customs affairs” was developed in accordance with international standards of the WCO and the EU and is internationally accredited by the WCO.

EP is implemented on the basis of the curriculum, which is formed according to the modular principle, based on the competence approach. The plan displays a logical sequence of mastering cycles of disciplines, as well as practices that ensure the formation of relevant competencies. The modules are grouped into blocks of basic and major disciplines, including university and elective components. The components are based on the professional standards of the World Customs Organization. The EP is aimed at the formation of doctoral students of general cultural and professional competencies necessary for successful activity and prepared for independent research, organizational and management activities. 2.1 Expected learning outcomes for EP

(Based on the type (scope) of the future specialist's activities)

Upon completion of this program, students are expected to be able to:

1. Use methods of compiling and processing scientific and professional documentation in accordance with national and international standards, acquire modern information and bibliographic culture, skills in organizing scientific events using several working languages; evaluate quality, logically and consistently present research results; collect, process, analyze, systematize, synthesize information, prepare references and analytical reviews in customs.

2. Interpret research methodology; have skills in planning, organizing and conducting research in customs; analyze and evaluate research results; draw up scientific documents and materials; distinguish and apply methods of testing, implementation into practical activities and commercialization of research results; conduct a scientific analysis of customs legislation and the problems of implementing international standards in customs; initiate and develop regulatory documents in customs.

3. Interpret and explain the theory of customs regulation, customs management and customs administration; сonduct all types of training sessions, taking into account the requirements of methodological documentation using modern teaching technologies, student psychology and the latest achievements in pedagogical science; to develop methodological support for the educational process; negotiate and interact with the professional community and education stakeholders.

4. Apply new paradigms of customs and information technology management, forms and methods of information security; evaluate and formulate methodologies, technologies and tools for innovative management; organize work of structural units; to interact with management entities; maintain anti-corruption policy; evaluate quality of the customs services, system of interaction between the customs services of the Republic of Kazakhstan and the EAEU member countries, organize liaison and cooperation between them.

5. Сompare theory and practice of customs regulation; interpret and analyze the customs legislation of the Republic of Kazakhstan, the EAEU and the World Customs Organization; provide information and analytical support and apply information to customs regulation; carry out negotiations on customs regulation; shape state customs policy and measures for its implementation.

6. Identify trends and prospects for international cooperation and integration processes in the customs sphere; analyze the economic competitiveness of countries; forecast economic development and identify economic threats and risks; develop and control the process of formation of an optimal customs policy and legal support for the protection and promotion of national economic interests; ensure compliance with and enforcement of the customs legislation of the Republic of Kazakhstan, the EAEU, international treaties and agreements.

7. Identify and analyze theoretical and practical problems of customs and tariff regulation; analyze and interpret the methodology for determining the country of origin, customs value and code of goods; resolve legal situations; develop recommendations for resolving problems and improving customs legislation in the field of customs and tariff regulation.

8. Explain the theory and analyze the effectiveness of customs administration; have skills in applying and analyzing methodology, tools, legal and organizational mechanisms of customs administration; develop directions and ways to optimize the risk management system and business processes of customs administration; identify and prevent customs offenses.
