A Comprehensive Anti-Corruption Plan has been Approved

Al-Farabi KazNU and the Anti-Corruption Agency of Kazakhstan in Almaty signed a comprehensive action plan aimed at intensifying anti-corruption activities in higher education.

The comprehensive plan was presented for discussion at a dialogue meeting chaired by the Head of the Department of the RK Anti-Corruption Agency in Almaty, N.M. Saparov, in which the following rectors took part: Al-Farabi KazNU – G.M. Mutanov, Abai KazNPU – T.O. Balykbaev, KazNWPU – G.T. Aldambergenova, AUES - S.S. Sagintaeva, and others.

An extended, detailed plan based on the recommendation of the project office «Sanaly Urpaq» was agreed and approved by G.M. Mutanov, Rector of Al-Farabi KazNU, and N.M. Saparov, Head of Department of the RK Anti-Corruption Agency in Almaty.

One of the key points of the plan is the development and implementation of the international anti-corruption standard ISO 37001-16 «Management System for Combating Corruption», as well as public reporting on the use of financial resources of educational institutions.

In order to reduce corruption risks, it is proposed to establish a permanent Commission (Council) on Ethics, Academic Integrity, and Anti-Corruption with mandatory inclusion of pupils, students, parents, sponsors, employers, and representatives of non-governmental and public organizations.

Next, a sociological survey (survey, questionnaires) should be conducted among students on the presence of corrupt practices and adherence to the principles of academic honesty.

An internal analysis of corruption risks is mandatory with the possibility of attracting independent anti-corruption expertise using the methodology of the «Sanaly Urpaq» project office.

Anti-corruption education and social work are one of the important areas of work in Al-Farabi KazNU, which is aimed at preventing and eliminating corruption in the university environment. The leading higher education institution in the country conducts systematic work to prevent, prohibit, and reduce the risks of corruption. A project «Corruption-free University» is being implemented, which introduces a set of anti-corruption technologies to ensure transparency, openness, and control in all areas of activity.

In addition, a number of regulatory documents have been developed and are being implemented since the new academic year: the «Anti-Corruption Policy»; the «Gift and Representation Expenses Regulation»; the «Conflict of Interest Policy»; and the «Supplementary Agreement to the Employment and Educational Services Agreement on Compliance with the Anti-Corruption Policy». Preparations are under way to implement the «Corporate Governance Code», which provides for the principles and responsibilities of members of collegial bodies and a procedure for independent anti-corruption expertise and public monitoring of law enforcement. Preparations are currently underway for the implementation of the SME-ISO370001.
