1.1    Purpose of the Educational Program

The purpose of the educational program "ЕP - Forensic examination" is the training of qualified specialists for the implementation of forensic activities in the system of law enforcement agencies. The educational program is aimed at the formation of cognitive, functional, systemic and socio-communicative competencies of the student in accordance with the content of forensic activities to counteract offenses. Training involves training in all areas of forensic activity: conducting investigative actions using forensic tools; maintenance, use of forensic records, criminal registration; conducting forensic examinations (trasological, forensic ballistic examination or technical examination of documents, handwriting examination, etc.), be able to integrate the achievements of the natural sciences into the practice of forensic activity (including expert practice), independently carry out scientific research of theoretical and applied nature for the development of the area; build your own program of further education and research activities.

1.3 Description of the advantages and distinctive features of the EP in terms of positioning in the market of educational services

The educational program is included in the register of educational programs of the Republic of Kazakhstan.

To implement the educational program, the faculty has the following laboratories and research centers:

1. Center for Crime Control Problems

2. Center for Forensic Science at the Department of Criminal Law, Criminal Procedure and Criminalistics.

Personnel potential: The teaching staff in the amount of 90 people is concentrated in four departments. The teaching staff includes well-known scientists, Doctor of Law, professors - 20 people; candidate of jurisprudence, associate professors - 48 people; Doctors PhD in the specialty "Jurisprudence" - 14 people.

The learning process is carried out in three languages, using the latest techniques.

Representatives of employers take an active part in the preparation of undergraduates: the Ministry of Internal Affairs of the Republic of Kazakhstan; Center for Forensic Expertise of the Ministry of Justice of the Republic of Kazakhstan

Undergraduates take an active part in the implementation of research funded by the Ministry of Education and Science of the Republic of Kazakhstan in the following areas: problems of criminal law and criminology; procedural law, prosecutor's supervision, advocacy. Undergraduates also take part in the implementation of scientific projects financed from other sources, in the organization of scientific and practical conferences and theoretical seminars, the preparation and publication of monographs, scientific articles and reports. In the course of preparing dissertation research, undergraduates travel abroad to work in scientific libraries of leading foreign scientific centers and universities.

The practice bases of the educational program in the specialty "CRIMINALISTIC EXAMINATIONS" are:

- Center for Forensic Expertise of the Ministry of Justice of the Republic of Kazakhstan, its branches;

- Forensic laboratories of law enforcement agencies of the Republic of Kazakhstan;

- Center for Forensic Science at the Department of Criminal Law, Criminal Procedure and Criminalistics.

Academic mobility. Annually studying undergraduates in the specialty 7M04 Business, Management and Law 7M042 Law, "7M04220-Forensic examinations" have the opportunity to go on scientific internships at the world's leading universities and under the Bolashak program. There are agreements on mutual cooperation for the preparation of undergraduates with the universities of Great Britain, the Russian Federation, China, South Korea, the USA, France, Germany, Poland. Scientific consultants for doctoral students are leading scientists of the Republic of Kazakhstan and foreign countries. Foreign scientific consultants come to KazNU. al-Farabi for consultation and teaching during the semester.

2.1    Expected learning outcomes of the EP

 

 

1. understand the connection of philosophical thought with the intellectual and moral-emotional qualities of a person for self-improvement, understanding the high social significance of the profession of a forensic specialist, using knowledge of English to improve professional and scientific qualifications in forensic activities, to understand and compare the level of domestic and foreign experience in combating offenses ;

 

2. apply knowledge of psychology, as well as pedagogical techniques for the implementation of a communicative strategy in professional activities and the necessary meta-competences - purposefulness, creativity, conscientiousness, responsibility, development of strong-willed qualities, overcoming conflicts and other qualities when working together with the investigator and other participants in procedural legal relations;

 

3. interpret the composition of offenses in accordance with the Criminal Code of the Republic of Kazakhstan, explain the tasks of qualifying a criminal offense, show the role of forensic science for proper qualification;

by choice - to clarify the problems with the criminalization of socially dangerous acts in the Republic of Kazakhstan, to reveal modern and traditional methods of forensic activity, the achievements of science and technology used by law enforcement agencies to identify and search for the offender, to establish his guilt;

 

4. understand the theoretical and procedural aspects of proof in qualifying an act; explain the limits of proof, classification of evidence, apply the means of proof provided for by the Code of Criminal Procedure of the Republic of Kazakhstan and demonstrate the procedural rules for their application, show the distinctive features of each procedural form of application of special knowledge in pre-trial proceedings: the participation of a specialist in investigative actions, the appointment and conduct of an audit, audit, the appointment of a forensic examination to a specialist , appointment of a forensic examination, etc.;

 

5. demonstrate a set of scientific and technical means used in the conduct of investigative actions, covert investigative actions and forensic examinations, show skills in using the means of an investigative suitcase - lighting, search, fixation, packaging, master traditional and modern methods of detecting, fixing, seizing material traces, conduct forensic registration, accounting, etc.

 

6. understand the tasks of each stage of the investigative action and the role of a forensic specialist at these stages, master the techniques of forensic photography, video recording, assist the investigator (interrogating officer) in putting forward versions during the inspection of the scene, search, etc .;

 

7. substantiate the scientific provisions of forensic examination, its types, characterize the relationship between the science of forensic science and examination, explain the methodology based on the teachings of forensic identification, diagnosis, reveal the concepts of "general, particular signs", demonstrate skills in the use of a light microscope, binocular, comparative microscopes, optical overlay device and other means in the production of forensic examinations, to show the stages of expert examination;

 

8. based on the scientific provisions of the trace examination, apply methods and means of expert research: traces of hands, feet, teeth, other parts of the body, traces of human shoes, hacking tools and their traces, vehicles and their traces, establishing the whole in parts, draw up a specialist’s opinion and etc.

by choice - to explain the subject, objects of forensic handwriting examination, tasks, patterns of formation of human writing and motor skills, their individuality, the concepts of general and particular features of handwriting, apply methods for solving diagnostic problems on handwritten texts, signatures, methods of identification by signature, manuscripts, draw up a specialist's opinion, etc.

 

9. based on the scientific principles of weapons expertise, apply the methods and means of expert research to solve classification, diagnostic, identification problems, draw up a specialist’s opinion, etc.

reveal the scientific provisions of portrait identification, videographic examination - subject, objects, tasks, draw up a specialist's opinion, methods and means of expert research for solving classification, diagnostic, identification problems, draw up a specialist's conclusion, etc.

by choice - explain the subject, objects and tasks of the forensic technical examination of documents, characterize the concept of "strict reporting documents", the materials and details of documents used, apply methods for studying seal impressions, stamps, document forms, identifying changes in the original content of documents, draw up a conclusion specialist, etc.

 

10. assess the relationship between the process of collecting evidence, the production of forensic examination, research, scientific and methodological forms of activity; to show the relationship and the role of the integration of scientific knowledge from the natural sciences and the science of forensic science into the practical activities of a forensic specialist.

1. state the principles of organization of scientific activity and functioning; own the methodology of scientific research in the field of forensic activity;

2. understand the goals, objectives of pre-trial proceedings, the rights and obligations of subjects of procedural legal relations, freely navigate the procedural rules for conducting investigative actions, based on the nature of the evidence, explain the meaning of the means of proof provided for in the Code of Criminal Procedure of the Republic of Kazakhstan, their procedural and epistemological aspects;

3. to reveal the concept of special knowledge in the field of procedural legal relations, to interpret each procedural form of attracting special knowledge: the participation of a specialist in investigative actions, the appointment of an audit, the appointment of a forensic examination and other forms;

1. explain the subject, objects and tasks of the forensic technical examination of documents, characterize the materials used for the manufacture of document forms, details, apply methods for studying seal impressions, stamps, document forms, identifying changes in the content of documents, etc.;

2. explain the subject, objects and tasks of handwriting examination, the patterns of formation of writing and motor skills, navigate in terms of "general and particular features" of handwriting, apply methods for studying manuscripts, signatures to resolve diagnostic, identification issues, etc.

Admission rules: Vocational education - master's degree is carried out on the basis of higher (bachelor's) education. Admission to the magistracy is carried out on a competitive basis based on the results of passing entrance exams in accordance with the "Model Rules for Admission to Universities".

The conditions of competitive selection correspond to the "Model rules for admission to the master's program of universities of the Republic of Kazakhstan".

For training in this type of expert specializations, the following requirements are imposed:
