1. General characteristics of the educational program 

1.1 Purpose and mission of the EP

Mission: Formation of personnel potential – highly qualified specialists competitive in the domestic and international labor market in accordance with their needs and development prospects of the country and region

The purpose: Training of highly qualified specialists with in-depth competencies in the field of customs, professional knowledge of foreign languages; able to implement management functions in customs authorities and organizations engaged in foreign economic activity; analyze and manage the movement of goods across the customs border; carry out pedagogical, research and legislative activities using professional knowledge and modern technologies.

1.3 Brief description of the EP.

The educational program of the specialty “8D042__ - Customs affairs” was developed in accordance with international standards of the WCO and the EU and is internationally accredited by the WCO.

EP is implemented on the basis of the curriculum, which is formed according to the modular principle, based on the competence approach. The plan displays a logical sequence of mastering cycles of disciplines, as well as practices that ensure the formation of relevant competencies. The modules are grouped into blocks of basic and major disciplines, including university and elective components. The components are based on the professional standards of the World Customs Organization. The EP is aimed at the formation of doctoral students of general cultural and professional competencies necessary for successful activity and prepared for independent research, organizational and management activities. 1. Problems of the organization of customs in the EAEU

2. Problems of customs tariff regulation

3. Problems of customs administration

4. Actual problems of combating customs offenses

2.1 Expected learning outcomes for EP

(Based on the type (scope) of the future specialist's activities)

Upon completion of this program, students are expected to be able to:

1. Use methods of compiling and processing scientific and professional documentation in accordance with national and international standards, acquire modern information and bibliographic culture, skills in organizing scientific events using several working languages; evaluate quality, logically and consistently present research results; collect, process, analyze, systematize, synthesize information, prepare references and analytical reviews in customs.

2. Interpret research methodology; have skills in planning, organizing and conducting research in customs; analyze and evaluate research results; draw up scientific documents and materials; distinguish and apply methods of testing, implementation into practical activities and commercialization of research results; conduct a scientific analysis of customs legislation and the problems of implementing international standards in customs; initiate and develop regulatory documents in customs.

3. Interpret and explain the theory of customs regulation, customs management and customs administration; сonduct all types of training sessions, taking into account the requirements of methodological documentation using modern teaching technologies, student psychology and the latest achievements in pedagogical science; to develop methodological support for the educational process; negotiate and interact with the professional community and education stakeholders.

4. Apply new paradigms of customs and information technology management, forms and methods of information security; evaluate and formulate methodologies, technologies and tools for innovative management; organize work of structural units; to interact with management entities; maintain anti-corruption policy; evaluate quality of the customs services, system of interaction between the customs services of the Republic of Kazakhstan and the EAEU member countries, organize liaison and cooperation between them.

5. Сompare theory and practice of customs regulation; interpret and analyze the customs legislation of the Republic of Kazakhstan, the EAEU and the World Customs Organization; provide information and analytical support and apply information to customs regulation; carry out negotiations on customs regulation; shape state customs policy and measures for its implementation.

6. Identify trends and prospects for international cooperation and integration processes in the customs sphere; analyze the economic competitiveness of countries; forecast economic development and identify economic threats and risks; develop and control the process of formation of an optimal customs policy and legal support for the protection and promotion of national economic interests; ensure compliance with and enforcement of the customs legislation of the Republic of Kazakhstan, the EAEU, international treaties and agreements.

7. Identify and analyze theoretical and practical problems of customs and tariff regulation; analyze and interpret the methodology for determining the country of origin, customs value and code of goods; resolve legal situations; develop recommendations for resolving problems and improving customs legislation in the field of customs and tariff regulation.

8. Explain the theory and analyze the effectiveness of customs administration; have skills in applying and analyzing methodology, tools, legal and organizational mechanisms of customs administration; develop directions and ways to optimize the risk management system and business processes of customs administration; identify and prevent customs offenses.

- to carry out independent scientific research on the basis of material adequate to the object of study, the choice of methodology with a projection on the development of promising new areas of customs regulation;

- create a new conceptual knowledge, developing customs and legal science, analytical reports, draft regulations in the field of customs regulation;

- reasonably represent and defend their own scientific opinion in scientific discussions, including international, using their working language;

- to interpret, systematize, analyze and interpret theoretical approaches to the management of customs affairs;

- to assess and determine the significance of the product of their own and other scientific activities related to the management of customs affairs;

- carry out independent scientific research on the basis of material adequate to the object of study, the choice of methodology with a projection on the development of promising new areas of customs management;

- create a new conceptual knowledge, developing customs and legal science, analytical reports, draft regulations in the field of customs management;

- reasonably represent and defend their own scientific opinion in scientific discussions, including international, using their working language;

- to interpret, systematize, analyze and interpret theoretical approaches to the management of information technology;

- to evaluate and determine the significance of the product of its and other scientific activities related to the management of information technology;

- carry out independent scientific research on the basis of material adequate to the object of study, the choice of methodology with a projection on the development of promising new directions of information technology management;

- create a new conceptual knowledge, developing customs and legal science, analytical reports, draft regulations in the field of information technology management;

- reasonably represent and defend their own scientific opinion in scientific discussions, including international, using their working language.

Upon successful completion of this module, doctoral students should be able to:

- interpret, analyze and interpret the regulatory legal framework of international customs organizations;

- assess and determine the importance of areas of international cooperation, identify promising international communities and countries for trade and customs cooperation, improve and shape customs policy in the context of integration;

- to plan, design, organize and conduct research of integration processes, problems of international cooperation in the customs field;

- to create new knowledge on the basis of the analysis of international regulations, to implement the provisions and norms of international customs legislation in the national customs law;

- present, argue and defend the results of our own research on the harmonization and unification of customs legislation in scientific discussions, including international ones, using their working language.

Upon successful completion of this module, doctoral students should be able to:

- to interpret, systematize, analyze and interpret the theoretical provisions of the customs and tariff regulation;

- determine the significance and evaluate legal and organizational methods of customs and tariff regulation;

- plan and carry out independent scientific studies of theoretical and practical material in the field of customs and tariff regulation;

- create a new conceptual knowledge, developing customs and legal science, analytical reports, draft regulatory legal acts aimed at improving and improving the efficiency of customs and tariff regulation;

- to present and defend convincingly one’s own scientific opinion and the results of research on improving customs and tariff regulation at scientific discussions, including international ones, using their working language;

- systematize and interpret the provisions of the theory of economic security;

- assess economic threats and compare the economic interests of a country with its economic security;

- carry out independent scientific studies on the identification of economic risks and the legal provision of economic security in the context of integration;

- to create new regulations, developing customs and legal science, analytical reports, draft regulatory legal acts aimed at ensuring the economic security of Kazakhstan;

- present, reasonably represent and defend their own scientific opinion at scientific discussions, including international, using their working language.

- assess and determine the significance of the results of practical and scientific activities related to customs administration;

- plan, design, organize and conduct research based on the study of the material, the choice of methodology in the field of customs administration;

- to create new knowledge, draft norms and regulatory legal acts aimed at improving customs administration;

- present, argue and defend the results of their own research on improving customs administration in scientific discussions, including international ones, using their working language;

- to interpret, systematize, analyze and interpret the risk management methodology in the customs field;

- assess and determine the significance of the results of practical and scientific activities related to the study of problems in applying the risk management system;

- to plan, design, organize and conduct scientific research based on material research, choice of methodology in the field of risk management system;

- create new knowledge, draft norms and regulatory legal acts aimed at improving the risk management system in the customs sphere;

- present, argue and defend the results of our own research on improving the risk management system in the customs field at scientific discussions, including international ones, using their working language.
