Article 38 of the Constitution of Kazakhstan states: "Citizens of the Republic of Kazakhstan must preserve nature and protect natural resources. The importance for the present and the future of the Republic of Kazakhstan is the problem of maintaining a favorable environment quality. This important social issues - respect for nature and its resources - is the constitutional duty of the citizens, not only in Kazakhstan but also all state agencies, economic entities, natural resources and NGOs. "
