I express my condolences to the families and friends of those killed in the shooting at Perm University. I wish the victims a speedy recovery.

The wounds of those whose loved ones died in the terrorist attack in the Kazan school are still fresh. These tragedies show how important and necessary it is to improve the safety of children in schools, colleges and universities in the country.

The issue of their security should be a priority for every head of the educational institution.

President of the country K.K. Tokayev has already been given instructions to ensure the safety of educational institutions. Also, this issue was discussed in detail at a meeting of the Government, akimats and government agencies were given appropriate instructions.

The leadership of the universities was also given a separate instruction to strengthen security both in academic buildings and in dormitories: to carry out an inventory of equipment, to ensure the output of video cameras to the UC, to strengthen the access regime in universities and to conduct training sessions on actions in cases of crisis situations.

Currently, the ministry, together with other government agencies, has developed a document on the organization of anti-terrorist protection of educational facilities. During the public discussion of the draft of this RLA, we received an unprecedented number of questions and comments - more than 2000. The document aroused fears among some citizens, who wrote that they were against the installation of panic buttons, video surveillance systems, turnstiles and conducting exercises on actions in an emergency.

 But I declare with full responsibility that all these measures are aimed at ensuring the safety of students, preventing such cases.

In each of the educational organizations, all safety measures must be taken. Akimats allocate additional funds for a comprehensive solution of this problem.

This concerns the issues of equipping with video surveillance cameras, burglar alarms, panic buttons, bringing cameras to the operational control centers of internal affairs departments, access control and other elements of the security system.

In addition to technical measures, the knowledge and readiness of the staff and trainees themselves to respond to emergencies is important. The issue of strengthening educational work in educational organizations is very topical. We attach great importance to this aspect.
