Was born on July 8, 1958 in the village of Kainar, Algabas district, Chimkent region, Kazakh SSR, now Baidibek district, Turkestan region. Statesman of the Republic of Kazakhstan, diplomat, scientist, Doctor of Philology, Professor, Ambassador Extraordinary and Plenipotentiary.
