SCIENTOMETRICS AND MANAGEMENT OF SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT

During the section, important scientometric indicators of scientists, research organizations and journals of Kazakhstan as well as the ways to improve the country's position in international rankings were discussed. The analysis on reaching performance indicators by employees and structural units of Al-Farabi Kazakh National University was conducted. The possibilities of the SciVal (Elsevier) and InCites (Clarivate Analytics) systems for scientometric studies were considered.
The following problems were mentioned and discussed:

a high proportion of articles scientists and Ph.D. doctoral candidates from of Kazakhstan in predatory journals;

a small number of Kazakhstani journals indexed in the Scopus and Web of Science databases, as well as a low level of their citation;
-
a small proportion of university staff (except NU) who publish articles in strong international journals;
-
insufficient motivation of Kazakhstani scientists to publish articles in stronger journals;
-
insufficiently effective use of SciVal and InCites systems for analytical research in the field of science management.
Suggestions of the section participants:

to use the career path proposed by Prof. Bulat Kenessov to help in decision making;

to increase bonus payments and rating points for articles in journals from the first quartile, while reducing them for articles in journals from fourth quartile;

to establish different requirements for degrees, titles and projects in different research areas;

to separate the ranking of scientists proposed by Prof. Bulat Kenessov by research areas and provide it to everyone;
-
to develop and disseminate recommendations for ordering co-authors of articles and assigning the corresponding author;
-
to develop and distribute recommendations for scientists on the choice of scientific journals;
-
to regularly conduct scientometric studies to identify problems and new opportunities for the development of science;

to continue working on the promotion of Kazakhstani journals in Scopus and Web of Science databases;
-
to train heads of faculties and departments to use SciVal and InCites to assess the publication activity of staff.
