                             Mutanov Galimkair Mutanovich

Mutanov Galimkair graduated from Kazakh Polytechnic institute in 1979 from the specialty “Automation and teleautomatics”. He started his working activity as an assistant in Rudnenskiy industrial institute. He had a two years probation at the department of “Technological-process automation of non-ferrous and rare metals” in Moscow institute of steel and alloys”. He received post-graduate education, doctorate at the department of “Automated controlling systems” in Moscow State Mining university. Candidate and doctor dissertations were devoted to the theory and practice of automated control of ethnological processes with the use of elements of artificial intellect.

In 1995 he was appointed the rector of North-Kazakhstan state university (NKSU). For 7 years of his management NKSU has become one of the best universities in the country and outside it.

In 2002 G. Mutanov took the post of the first vice-minister of education and science of the Republic of Kazakhstan, under his supervision the basis of the Conception of the development of education and science was made, results were achieved in its realization in the most priority-oriented directions.

In July 2003 he was appointed the rector of EKSTU in honor of D. Serikbayev. Innovation, knowledge quality, integration into world educational space this is the most important direction for the university. At a short time constitutive innovative reforms were made that contribute to efficient innovative development of the whole region.

On the basis of the university for the first time was established regional scientific-technological park “Altay” and it is still functioning. The model of innovative university “University – Technopark” was acknowledged in the country as the basis of transformation of the universities into innovative.

G. Mutanov is the academician of 1 international academies, the author of more than 400 scientific publicatons, including 10 monographs textbooks, educational books in the sphere of social-economic processes, methodical manuals, published in the USA, Czechia, Sweden, Germany, Switzerland. He is the author of more than 35 patents and inventions. He created scientific school on mathematic modeling and management of technical and social-economic spheres on the basis of the use of artificial intellect and expert systems. Three doctors and about 30 candidats of science.

The president of Central-Asian department and a member of monitoring committee of International society of engineering pedagogics IGIP, (Sweden), the President of Kazakhstan society (KazSEE) in International federation of engineering education (IFEES), a member of the Committee of managers of the institute of information technologies in education UNESCO (Paris), holder of the title “European professor of a technical university, scholarship of the National Academy of Science of the Republic of Kazakhstan for outstanding scientists, who has made significant contribution to the development of the republic and actively carrying out scientific research on priority direction for Kazakhstan. G. Mutanov was awarded a silver medal of International bibliographic centre (Cambridge), a gold medal "The United Europe" (Oxford).

Honoured worker of science and technology of the Republic of Kazakhstan, he was awarded a medal “Parasat”, jubilee medals “10 years of independence of the Republic of Kazakhstan”, “10 years of the Parliament of Kazakhstan”, badges “Special sign of the President of the Republic of Kazakhstan”, “Excellent worker of national education of the Republic of Kazakhstan”, “Honorary worker of education of the Republic of Kazakhstan”, “Honorary engineer of the Republic of Kazakhstan”.

The chairman of board of directors of JSC “Centre of engineering and technologies transfer”, the Chairman of social consulting Committee JSC “National innovative fund”, a member of regional political council of people’s-democratic party “Nur-Otan”, the Chairman of the Committee on budget and economics of East-Kazakhstan regional maslihat.

G. Mutanov is a master of sports of USSR on judo, honored sport worker of the Republic of Kazakhstan, vice-president of the Association of eastern combats.
