The formation of anti-corruption consciousness among young people has been discussed at an online Conference organized by Al-Farabi KazNU.

Topical issues of forming an anti-corruption mindset among young people and zero tolerance for any manifestations of corruption became the main agenda of the online event, which was attended by representatives of the country's Universities, the Anti-Corruption Service and the public.

It was not a coincidence for KazNU to be the organizer of the online Conference, where it is realized that this is one of the most important tasks of educational work. On the basis of the leading University of the country there is formed a scientific and educational cluster for the formation of anti-corruption consciousness and culture of young people, the core of which is the Research Institute «Anti-Corruption Technologies». Its goal is to develop new approaches and technologies aimed at eradicating unfair practices, forming an anti-corruption culture based on integrity, organizing and conducting fundamental, exploratory and applied research.

In the conditions of the coronavirus and quarantine pandemic, the event was organized online. Presentations were made by the Head of the «Sanaly Urpaq» National Project Office Kaiyrzhan Tokushev, Vice-Rectors of KazNU Sholpan Zhamanbalayeva and Askar Khikmetov, Director of the Department of Educational Work Zhuldyz Essimova, scientific consultant of the Research Institute of Anti-Corruption Technologies Gulnara Useinova and others.

K.Tokushev has greeted the participants and congratulated the staff and management of KazNU on the successful completion of the academic year and with a great achievement – entering the top 200 best HEIs in the QS world ranking.

Vice-Rector of KazNU for Social Development Sh. Zhamanbalayeva has noted in her speech that creating an environment intolerant to any unfair practices is a continuous work that requires great efforts on behalf of all participants in the educational process. In KazNU it is conducted within the framework of the model of a new generation university – «University 4.0». – «We proceed from the idea of Al-Farabi in the implementation of this concept, that knowledge without moral principles, without education can bring harm, not benefit. Within this model, KazNU implements educational, research, innovation and entrepreneurial and spiritual and moral missions. And the formation of an anti-corruption worldview among young people is of paramount importance. In this regard, the main task of the entire University staff is to create conditions for each student to have anticorruption immunity, ideas of rejection of corruption and any unfair practices».

In his speech, the speaker gave a detailed information of the achievements in the field of anti-corruption and formation of zero tolerance among students. Thus, in order to cultivate and promote standards of integrity and academic honesty in the University environment, an anti-corruption standard was adopted, a code of corporate culture for teachers and employees, a code of honor for students was developed and implemented, and an Academic Council on Education Quality was created. The University has started preparing for certification for compliance with ISO 370001, the international quality management standard for anti-corruption, and developed as well as implemented a technology to ensure openness and transparency in higher and postgraduate education organizations. Monitoring conducted annually on the basis of questionnaires among students and teachers allows assessing the effectiveness of anti-corruption policy and measures taken.

The report of the Vice-Rector for Academic Work of KazNU A. Khikmetov was devoted to academic honesty and corporate culture of the University. «Corporate culture should be formed both by our teachers and by students. Tolerance for corruption should be mutual. The culture is based on the values and traditions of our Гniversity, on the leadership system, standards and norms, behavior models of each participant of the Гniversity community», - said the Vice-Rector in his speech. The speaker has revealed the essence of the concept of academic integrity culture, stressed the importance of certification of anti-corruption activities. The report contained a detailed description of technologies to ensure the transparency and objectivity of evaluation of learning outcomes, including during the exams in online format.

Doctor of Law, Professor Gulnara Useinova has presented the report «Conflict of interests as a threat of corruption in the system of HEIs» at an online webinar. In it, she has revealed the mechanisms of the emergence of corruption and elaborated on methods of preventing it. She has also praised the technologies being implemented in KazNU to form an anti-corruption worldview among young people.

The speakers have not only shared their experience in forming anti-corruption consciousness among young people, but also answered the questions of the online Conference participants.
